Today's makeup is ideal for Valentine's day
This is a little weird makeup, i think :D
but it's also easy and strong!
I made this cut crease:
so, the crease is "cut" with a contrasting eyeshadow color
I emphasize this "cut" with a blue eyeliner
If you want, you can do the cut crease without the blue eyeliner
so the look will be softer
I emphasize the bottom waterline with blue shades
blue as the eyeliner in the crease
In the end, I use a red lipstick
even it's strange for me, I don't often use red lipsticks!
But this is a very peculiar red!

I use my Wycon palette, which I love
and I use the bordeaux colour for the transition
I blend it well
On my lid I apply the Jumbo Milk Pencil by Nyx
I blend it with a brush, of course
I use it as highlighter above my brows too
So, now I apply my eyeliner
I took this blue eyeliner by Kiko
I'm gonna draw an eyeliner line in my crease
Actually, I draw it above the lid because I have hooded eyes!
If you think this is t much exuberant, you can avoid it!
I apply this light blue pencil in my waterline
then, I add depht in the waterline with this electric blue from the same palette
I dab the eyeshadow to avoid fallout
and then I blend it a little
With this brown eyeshadowm I'm gonna create some shadows
above the blue eyeliner
these shadows must be very delicate
Now it's time for mascara
this is "Ultra Tech" by Kiko
Let me say if you want a review of this mascara!
I often use this false lashes from Ali Express
they are call "half lashes" because they create enhanced density along the outer edge of the eye
So, now I remove the lip balm
it's time for the lipstick
this is a liquid lipstick by kiko, from the "Matt Muse" collection
now it's out of production
it's a very peculiar red-magenta lipstick
with a blue base, of course
The glue lash is finally dry
so I can proceed with another coat of mascara

- This is North Dakota Legislative Review on Prairie Public.
I'm Dave Thompson, thanks for joining us.
I would like to thank Matt Olien
for sitting in for me last week
while I dealt with some medical issues.
And speaking of medical issues,
the North Dakota legislature can sometimes be a germ factory
and Senator Ray Holmberg,
the chairman of Senate Appropriations,
he's a Republican from Grand Forks,
was out for a couple weeks, a couple days this week,
because of the germs that are going around.
How are you feeling?
- Well, I feel a little better, but as someone
who grew up in theater, the show must go on,
so I was at the session today, and I'm here now.
- Very good, thank you, and thanks for being here.
Since you're in appropriations of course
this is a huge budget session.
And your committee is doing some heavy lifting
on appropriations.
- Yes, yes, we have a lot less revenue
to deal with and of course still a lot of requests
for that money.
But we are making I think the appropriate reductions.
I think the citizens and the folks that are working with us
have been really pretty good at understanding
that there is close to $2 billion less
in the state coffers this year than there was two years ago.
And are understanding.
They want us to do the best we can,
but also be fair,
and not just poke at one group and leave others alone.
So they all will take some of the biting
that comes in budget reductions.
Some a little more than others,
but it will work out in the end.
- So the two billion you're talking about,
how much of that was one-time spending?
- About a billion-point-one.
So, if we were to balance the books today
on what is in the session,
we would have about $880 million in the hole.
- OK, but that's not unusual for this time of the session,
you haven't even gotten to crossover yet.
- No, no, two years ago we were 1.8 billion in the hole.
Time before we were only about 6 million in the hole,
so it varies.
But the key thing to remember is
governors write the budgets.
Governor's offices put together the estimates
on how much income we're gonna have.
And then they, in their budget, immediately spend it all.
That's what they do.
And then the legislature comes to town,
many times with many good ideas,
but the budget has already spent all the money.
So we have to spend time re-prioritizing
what the Governor felt were his top issues,
and then put in the legislative issues which have risen
because of legislative interest in a particular topic.
- Can you identify some of those legislative priorities
that have risen?
- The justice reinvestment, which has to do with
bringing people out of the criminal justice system.
We're trying to keep them out of criminal justice system.
Because such a large percentage of them,
their basic problem is drugs or alcohol issues.
So that's one of the areas that we're working on.
And that's one of the big ones.
And then the whole issue of behavioral health
was a legislative initiative last biennium.
We passed a number of bills in behavioral health,
but then what happened when the budge allotments came along
earlier this past year,
many agencies cut out new programs
which included many of the behavioral health issues.
So we have a huge issue in behavioral health,
and we are addressing that in a number of ways this session.
Some of it, we're far from complete,
but we are working on that issue
because it was an issue the legislature approved of,
but yet the money wasn't spent on those areas
because of the allotment.
- One could argue that the stage was set for that
in the '13-'14 biennium with the Schulte Report.
And then the the '15 legislature did some things,
but the allotments came along, and now you're looking at
the whole issue and finding out where you can find money
to do some of these things.
- Correct, correct, because the worst place in the world
to send someone whose issue is opiates is to jail.
They need treatment, and that's where we are lacking.
- Now I happened to be at the committee meeting this morning
when there was some talk, you heard the echoes
of the Association for Retarded Citizens lawsuit,
the thing that we went through in the 1980s, so...
I'll ask: is the threat of a lawsuit
looming over that as well?
- That has been mentioned more than once,
but threats of lawsuits also were mentioned for years
over elementary and secondary funding and other issues.
The key element way back when, I think it was the late '70s,
'cause I was still here,
I shouldn't stay still here, I was here,
was a big fight over whether or not
we were going to have a dental technician at Grafton.
And the House and the Senate fought back and forth
and finally we did not do that.
And that was one of the points
that led to the lawsuit,
and it would have been much cheaper, in hindsight,
for the State to have hired the dentist
than to go through the lawsuit.
- But at this point there's just talk of it,
but I haven't heard any specific threats from anybody.
Everybody knows that the idea of behavioral health,
justice reinvestment, reinvigoration,
whatever you want to call it,
this is a huge issue,
and you have to take the bite of the apple
one bite at a time.
- Right, and we are not always totally consistent,
because we, as a legislature and as a society,
say we want to do something
to reduce the number of people in jails,
because we can't build them fast enough.
Yet at the same time we in the legislature pass bills
to ensure that more people go to jail and stay longer.
So, there you are.
- I want to go over to the idea of state employees.
State employees are not proposed to get any raises.
Governor Burgum's budget said that state employees
should start paying 5% out of their pocket
for health insurance.
However, bills are already on the Senate floor saying,
you're not going to do that.
Is that something that there's at least
a handshake agreement between the House and the Senate
at this point?
- Yeah, the House and Senate decided that because of the,
because of no pay increase,
because of the fact that a number of state employees
did not get any pay increases this second year,
the current year,
because of allotments and budget cutbacks,
and the fact that at the beginning of the session
there was also in the works a 1% increase
in their payment for retirement,
we just felt it was a bridge too far
to also attack the issue of the insurance.
So, both caucuses...
In fact we have passed bills already,
they're over in the House,
that reinstate the dollar amounts
for the health insurance for the state employees.
They don't get off scot-free.
The program will require an increase,
I think it's from 25 to $30 for a copayment.
And then there is an increase in the maximum amount
that is paid per year.
But that's something that we decided early on
that we weren't going to do it.
Philosophically, there are a number of members
of the legislature that feel that the state employees
should pay a percentage of their health insurance.
And I'm sure that in better times
when we have more resources
and the state employees are getting a raise,
it will come back.
But for this year, we've taken it off the table.
- And this is not without precedent.
I remember back in the '80s and maybe into the '90s,
where there's some tough times,
state employees were told you're not going to get a raise,
but we're going to keep your insurance intact.
- That's absolutely correct.
- Another thing that was proposed by both
former Governor Dalrymple and current Governor Burgum
is the ending of Breathe ND.
I know that's in your committee.
What's happening with that?
- We've had a number of meetings on it.
There's a subcommittee that's working on it.
We have gathered, and the subcommittee has listened
to many hours of additional testimony,
a variety of information
from health departments, from the district health units,
who are fearful that if Breathe ND went away
their income, their grants from Breathe ND
and from the Health Department would go down.
There was a flap, I'll use that term,
over the salaries that are paid
by this independent agency to itself.
They are a state agency.
And we found that they have seven classified people
that are in the state classification system.
And of those seven people,
in the four categories in which they are,
five of them lead anyone else in state government in income.
Including people who have very short time in the job.
And the other two people,
one of them is number two in their category
and the other is number three in their category.
So their salaries are very high
for people in the same general classification
of what they do.
It is somewhat similar to what happened two years ago
when we took the lawyers who were at the university system,
who were making 40 to 60% more than any other attorneys
in the state, because they were in higher ed.
We transferred them to the Attorney General's office.
Very few of them stayed.
But I don't know yet what, if we decide to make that change,
and they're having their final meeting I think tomorrow,
that subcommittee,
then we will see what they're gonna recommend
regarding employees and what other changes have to be made.
- So at this point, stay tuned.
- Stay tuned, definitely.
But it will be soon,
because we need to have those bills done
and out of appropriations towards the end of next week.
- You're getting close to crossover now.
- [Ray] Yes.
Mercifully.
- Mercifully, yes.
- Now that we both had our illness problems
we can look forward to that.
- Absolutely.
- And a little break.
- Yeah, a little break there would be good.
But you did talk about the university system,
and the university system budget the way I see it,
and correct me if I'm wrong, is about 83% of,
at least right now, of what it was two years ago.
- Right, that's of the general fund appropriation,
which means the ongoing.
You take out, for example we finished the Medical School
which was a big chunk of money, $62 million.
So, right now it was
under the Dalrymple budget,
he had cut it roughly 15%,
with the proviso that tuition could be increased,
or should be increased.
And then the Burgum budget came back with another %5.
Plus the %5 for the state employees health insurance.
- OK, so the %5 for the state employees health insurance
is out, so we're talking between 80 and 83%.
- Yeah, 83% right now.
We're still working on it, but we're getting closer.
Right now we're quite close to the Burgum budget
as far as the gross numbers.
- You did say tuition was also included.
What are students potentially facing in tuition increases?
- Well, because of some events that occurred
about four years ago, the legislature has decided,
I think wisely, to keep looking at caps
because of that huge increase that occurred at one school
to the east of us.
And we're certainly looking at a cap.
We're also looking at uncapping out-of-state tuition rates.
- [Dave] Oh, OK.
- That would not impact students who come to North Dakota
under the Minnesota Reciprocity Agreement,
that's a totally separate thing.
But uncapping and giving the authority to the campuses,
and with Board permission,
they are in much better shape to understand
what their market will bear.
Can they do an extra 1% or an extra 2%?
I don't know, but it gives them the opportunity
to make the decision knowing that if they bite off too much
they're gonna sit there pretty hungry,
they're not gonna get anything.
So, we'll see what happens with that.
- Are you talking about a figure for a cap at this point?
- We're using as a working number 3%.
- OK.
- Each year of the biennium.
- We should mention that there are a lot of things
still in the balance including a March revenue forecast
which will be coming up.
- [Ray] Right.
- Which will make a determination about that, too.
- And also we're looking at uncapping the tuition
at the School of Law, which I believe out 188 schools
in the country they are the 187th in tuition.
We're looking at uncapping the Medical School.
And also the School of Pharmacy.
Otherwise we would have caps on the other tuition rates.
- So these are still things being discussed.
- Right.
- There will be a proposal that will be rolled to the floor
and then you get to the House
and the March forecast comes in, it just takes a while.
- Right, and that's just the way it happens.
And we're all used to that,
and we will roll with those punches as they come.
- There were a couple of building projects
that have been talked about.
One was recommended by the Board of Higher Education
at Valley City.
A building that's on the wrong side of a dike
on the Cheyenne River they way I understand it.
And it's an arts and...
It's an arts building?
- Right, it's one of their basic structures.
It's awkwardly on the wrong side of the dike.
So if the river rises you will hear a huge flushing sound.
Because you're not gonna repair a building
that's on the wrong side of the dike, that's even...
That's insane.
So we're looking at some options,
but we're not looking at general fund or any other funding
for that at the present time.
Now if the water comes up in March,
then we have to reassess
'cause it's one of their basic buildings.
- NDSU is also pushing for Dunbar Hall.
- Correct.
- Which had some problems,
part of it collapsed, there's a lot of...
Either tear it down or build again I think
was one of the proposals that was made.
I don't know if you can repair that building.
Is there some mechanism, perhaps a trigger
that's being talked about?
- It is being looked at by a number of legislators
from the Fargo area.
Senator Sorvaag and I believe Senator Mathern
are working on some possibilities,
but as long as they have a situation
that isn't going to dip into our revenues
then they might have a chance.
But we'll have to see.
And again the March forecast, but there are so many
other changes that have occurred in the state budget
that I think the legislature would be hard-pressed
to all of a sudden whip out checks for $47 million
for a building
when there are other areas that we have
had to hold back on.
- Besides the budgets we've talked about,
is there any budget that you have found
somewhat difficult to deal with this time?
- Well, it's more than one budget.
Because the last few sessions during the fat times
we had instances where programs
or different areas wanted to expand,
but they could not convince the legislature
that it was a good investment long-term.
So they wanted it to be called one-time funding.
So when the balloon went up as they say
and there was a lot less money,
these people who had built a program
one or two biennium on so-called one-time money
found that they had no money.
So they lined up.
Now, some of it was...
Well, I shouldn't say some of it, all of it is,
the legislators, we have our fingerprints on it,
so we can't just say they just asked for that.
But there were a couple areas that were
a monumental problem.
One of them was when the Medical School was built,
started three sessions ago when we started that,
they had a program to increase the size of the classes
so there would be more medical professionals,
not just docs but also physical therapists
and those kind of folks.
Well, that was called one-time funding
the first time it went.
Well then last session,
it continued, and it was called one-time funding.
So the Governor's removed that one-time funding,
which cut the Medical School operating budget by a third.
And instead of being able to support 65 residencies,
which is where you get your docs that stay in North Dakota,
they're, under the budget that our committee started with,
could only fund 27.
That's quite a drop, and clearly it is in error.
And we visited with OMB, we visited with the committee,
and the committee is looking at
doing some restoration there.
It's gonna probably cost them a little more tuition,
but they are a low-tuition school.
In fact, all of our schools except the two-year schools
are below their regional counterparts
as far as their tuition.
Not that the students are gonna bear all the problem.
Because there are cuts going on on campuses.
In the calendar year 2016 there were 396 fewer
higher-ed employees than there were
at the beginning of last year.
We're really struggling with top administration,
because the numbers are loosey and goosey
and the job descriptions are really tough to figure out,
who's a boss and who is called a boss.
So one of the directives we have our working language on,
is to direct the Board
to take another look at your personnel,
your HR manuals,
and they don't have to be the same, but there has to be
a system that is understandable.
Because when you look at one school
they might have five more top administrators
than the school next door.
But the problem is they also have two different areas
that are different and separate.
So, we're working on it.
That is something that we won't have perfected
before the end of the session.
But I think from the staff, they recognize that the Board
needs to step up and get us a definition
so we know who's a boss and who's just called the boss.
- OK, this will be a work in progress,
probably a few biennia.
- Right.
- You did mention something that was interesting,
you said that you really have directed the Board
to take a look at these back office positions,
and these vice-presidential positions.
In a brief summary, if you had your druthers,
what would you do?
- I think that from the standpoint of morale on campuses,
unless the campus community sees
pain and suffering on the part of administration,
they don't buy the fact that everyone is pulling together.
They like to see blood on the altar.
And that sounds crude, but I like to be crude sometimes.
But that has to happen and we shall see,
because if the budget that we are looking at
moving forward and if it actually passes,
if the Burgum budget passes,
there will be a number of other reductions
as far as in personnel on the campuses.
- When do you expect the March revenue forecast?
- If I were to hazard a guess, I would say March 9th.
- OK.
And that will be presented and then things will start
kind of working like a jigsaw puzzle at that point.
- Right.
Right, and then like I have said before
with the jigsaw puzzle,
have you ever done one with a five year old?
And you just want to scream at them, it's your turn,
the flat piece goes to the outside.
So, we'll have some of that,
and that always happens every legislative session.
There is disagreement.
We will, we have some common goals, obviously,
and that is try to get done early.
And save some money,
and do all these good things.
But yet at the same time there's usually one or two issues
that pop up that gum up the works towards the end.
And we'll just have to see what they may be.
- But the goal is still
to try to hold 10 days in reserve, right?
- That is a goal.
But if the choice is go home early and a do a lousy job
or stay there 78 days and do a much better job...
I think the value there is staying the days.
- When it comes down to it, that old saw saying
it's much easier in a tight budget
because it's easier to say no.
Well, you've explained that it's not just easier
to say no, there are all sorts of moving parts
at this point.
- Right, that is absolutely correct.
- In a very short answer, when the new revenue forecast
comes out, how close do you think it,
and this is just a ballpark guess on your part,
how close will it be to the numbers you're working with now?
- Well we did our own budget reductions in January,
and the first month after we had done that
in a $5 billion mix of money,
we were only a $117,000 off.
So the first month could have pure luck.
There are so many moving parts there.
How did Christmas season come out?
All these different things.
What are the Feds going to do?
- Right.
The whole thing with Medicaid, Medicaid match,
Obamacare, et cetera, there are a lot of things,
as you said there's a lot of moving parts
and a lot of things to keep straight
and you're one of the people they rely on
to keep is straight.
- Well we'll see.

Do you believe in the power of telepathy?
Many ordinary people accept telepathy as true and some say they even had telepathic experiences

However, most scientists still remain skeptic and say there is no conclusive evidence supporting
such claims.
Nonetheless, there are hard-core scientists who maintain it is vital to conduct more research
into the subject.

�Not knowing how it works, though, is uncomfortable for many scientists.
Looking at the experiments and the data, it�s very clear something is going on,� said
Dean Radin, senior scientist at the Institute of Noetic Sciences (IONS).
�There is doubt because we don�t have a good explanation for it yet, �Radin added.
Dean Radin, who is author or coauthor of over 200 technical and popular articles, a dozen
book chapters, and several books including the bestselling The Conscious Universe and
Entangled Mind is convinced telepathy is real and suggests that quantum mechanics may ultimately
provide an explanation how mind to mind communication works.
�Can we sense what�s happening to loved ones thousands of miles away?
Why are we sometimes certain of a caller�s identity the instant the phone rings?
Do intuitive hunches contain information about future events?
Is it possible to perceive without the use of the ordinary senses?
Many people believe that such �psychic phenomena� are rare talents or divine gifts.
Others don�t believe they exist at all.
But the latest scientific research shows that these phenomena are both real and widespread,
and are an unavoidable consequence of the interconnected, entangled physical reality
we live in.
Albert Einstein called entanglement �spooky action at a distance� � the way two objects
remain connected through time and space, without communicating in any conventional way, long
after their initial interaction has taken place.
Could a similar entanglement of minds explain our apparent psychic abilities?
Dean Radin, senior scientist at the Institute of Noetic Sciences, believes it might.
Radin is deeply disappointed that psychic phenomena is not been treated as a serious
subject.
�To demonstrate the unbalanced nature of extreme skeptic-ism, let�s consider the
case of telepathy.
Cynics wring their hands, lamenting that the apocalypse is near because the general public
believes in extrasensory perception (ESP).
They assume that this widespread belief is a sign of mass mental deterioration because
science has declared ESP to be impossible.
Why is it impossible?
Because psychic phenomena violate unspecified Laws of Science, and therefore all claims
about such events must be hopelessly flawed or fraudulent.�
I am not impressed by this argument because the history of science is replete with confident
proclamations about allsorts of impossible things, and most of those proclamations have
proven to be hilariously or poignantly wrong.
Unfortunately, the authorities� declarations do not merely pro-vide historical entertainment,
they have also significantly impeded scientific progress as very few scientists are willing
to risk the wrath of the mainstream.
As a result, in the educated Western world we find ourselves in the bizarre state of
affairs where the mere study of certain common experiences is essentially forbidden, � Radin
writes in his article �Thinking about telepathy�.

The great psychologist Gardner Murphy, president of the American Psychological Association
and later of the American Society for Psychical Research, urged his fellow psychologists to
become better acquainted with modern physics.
Murphy wrote in 1968: �� the difficulty is at the level of physics, not at the level
of psychology.
Psychologists may be a little bewildered when they encounter modern physicists who take
these phenomena in stride, in fact, take them much more seriously than psychologists do,
saying, as physicists, that they are no longer bound by the types of Newtonian energy distribution,
inverse square laws, etc., with which scientists used to regard themselves as tightly bound.�

exclusive attitude that has offered itself as the only appropriate scientific attitude
in this field.
The data from parapsychology will be almost certainly in harmony with general psychological
principles and will be assimilated rather easily within the systematic framework of
psychology as a science when once the imagined appropriateness of Newtonian physics is put
aside, and modern physics replaces it.�
�I have little doubt that the scientific worldview will eventually expand to comfortably
accommodate those experiences we now call psychic.
We�ll need a view of nature that pro-vides a solid theoretical basis for why some things,
some-times, are more interconnected through space and time than are accounted for by classical
models of the world.
We�ll need a science in which the most recalcitrant curmudgeons agree that such �nonlocal�
correlations are a well-established ingredient of established physics.
Of course, we already have such a science.
The central mystery in quantum mechanics is precisely why some things, sometimes, are
more connected through space and time than are accounted for by classical, common sense
concepts,� Radin says.

Can quantum mechanics shed more light on telepathy?
�The deeper reality suggested by the existence of entanglement is so unlike the world of
everyday experience that until recently, many physicists believed it was interesting only
for abstract theoretical reasons.
They accepted that the microscopic world of elementary particles could become curiously
entangled, but those entangled states were assumed to be fleeting and have no practical
consequences for the world as we experience it.
That view is rapidly changing.
Scientists are now finding that there are ways in which the effects of microscopic entanglements
�scale up� into our macroscopic world.
Entangled connections between carefully prepared atomic-sized objects can persist over many
miles.
There are theoretical descriptions showing how tasks can be accomplished by entangled
groups without the members of the group communicating with each other in any conventional way.
Some scientists suggest that the remarkable degree of coherence displayed in living systems
might depend in some fundamental way on quantum effects like entanglement.
Others suggest that conscious awareness is caused or related in some important way to
entangled particles in the brain.
Some even propose that the entire universe is a single, self-entangled object.
What if these speculations are correct?
What would human experience be like in such an interconnected universe?
How can we learn more about a deeper reality?
Would we occasionally have numinous feelings of connectedness with loved ones at a distance?
Would such experiences evoke a feeling of awe that there�s more to reality than common
sense implies?
Could �entangled minds� result in the experience of your hearing the telephone ring
and somehow knowing � instantly � who�s calling?
If we did have such experiences, could they be due to real information that somehow bypassed
the usual sensory channels, or are such reports mere delusions?
Can psychic or �psi� experiences be studied by science, or are they beyond the reach of
rational understanding?�
In his book Entangled Minds Radin writes that telepathy looks something like quantum entanglement:
When things are correlated at a distance without energy transferred between the two points.
�We don�t have an explanation, but you can almost see a road map for how an explanation
could come about,� Radin said.
�At least it�s no longer seen as impossible.�
So perhaps everything is connected and quantum mechanics does offer evidence supporting telepathy�
