President Moon orders gov't to submit constitutional revision bill next Monday - Duration: 2:23.

Turning to the latest on efforts to revise South Korea's Constitution.

The Presidential Office of Cheong Wa Dae says President Moon Jae-in plans to submit his

own bill for the amendment to National Assembly by early next week.

And for three days, starting today,... the top office will unveil different elements

of the planned amendments to the public.

Hwang Hojun reports.

Less than a week after President Moon was briefed on the outline of the government's

own bill on constitutional revision, the Blue House delivered its ultimatum to the Parliament

Monday morning.

"The President has instructed the Blue House to prepare the government bill for submission

on March 26,"

According to a Blue House official, the 26th is the absolute latest that a bill for the

constitutional amendment can be proposed.

Whether made by the Blue House or the National Assembly, the bill must go through parliamentary

voting within 60 days from the day the motion was made.

Also, people must be notified of a referendum at least 18 days prior to the actual voting

day.

President Moon has been adamant that a proposal for a constitutional change must be made,

either by the government or the parliament, by the end of March, so that a referendum

on the amendment can be held at the same time as the local elections in June.

Otherwise, it could result in more than 110 million U.S. dollars in extra costs.

The Blue House confirmed the move is intended to comply with the procedures and terms set

by the Constitution and the Korean law while giving the National Assembly a last chance

to agree on a constitutional amendment and come up with is own proposal.

"President Moon again said he will respect the agreement made at the National Assembly,

and asked parliament to quickly discuss and reach an agreement on its own bill."

And to help people's understanding of the bill proposed by the government, President

Moon ordered his aides to disclose the contents of the revision proposal over three days -

the Preamble to the Constitution and matters related to basic rights on Tuesday, decentralization

and popular sovereignty on Wednesday, and rights and privileges of constitutional institutions,

including the form of government on Thursday.

The deadline of March 26th means the government's proposal will be made while President Moon

is visiting Vietnam and the United Arab Emirates,... where he'll be from the 22nd to the 28th of

this month.

Gov't unveils key innovation strategy policies - Duration: 2:13.

The Moon Jae-in administration plans to bring about big changes to the nation's management

policies.

The long term goal is to create a government that's owned by the citizens.

Kim Mok-yeon starts us off with the new measures announced today.

At the first-ever Government Innovative Strategy meeting held at the Seoul Government Complex

on Monday, the Moon Jae-in administration confirmed its plans to shift the government's

pre-existing management method to a more public-centered one.

During his opening remarks, President Moon said the ultimate goal of the measures is

for the government to recover its relationship with the public.

"The top objective of innovation under our government is, in short, to restore the fairness

of public office and re-establish its relationship with the citizens."

The measures include increasing the number of high-ranking female workers to 10 percent

in the senior executive service, 20 percent for executives of public institutions and

40 percent for governmental commissions.

The government also vowed to permanently operate the current Gwanghwamun 1st Street communication

channel, where the public can raise their concerns over various policies through both

online and offline methods.

It will also allow the public to make use of various facilities such as parking lots

and seminar rooms in government buildings.

Some other key policies include measures to eliminate graft and corruption, and create

a safe working environment where workers won't have to worry about sexual assaults.

The list was created by taking in ideas from public servants alongside more than 2,000

citizens who participated in an online forum over the past month.

Korea's Interior and Safety Minister Kim Boo-kyum, who introduced the overall direction of the

plan, said that through the measures, the government seeks to increase the quality of

life in Korea, and the level of trust in the government,... as well as reduce the nation's

corruption level over the next 4 years.

The latest move comes as part of President Moon's New Year's pledge to change the current

system in order to improve people's quality of life.

The government says that it plans to receive and establish detailed plans from related

organizations by April and hold an overall evaluation if the plans have been put into

action by the end of the year.

As special counsel, Robert Mueller has taken the frivolous Russia investigation as his

crusade to take down Donald Trump.

Mueller has become a hero to Democrats who are trying to take down the President.

But with one new development, Trump is about to destroy Robert Mueller's career.

Robert Mueller has been trying to go after President Trump in any way he can.

But so far, Trump has refused to interview directly with him.

That could quickly change.

President Trump is currently speaking with his lawyers and is gaming out possible questions

that could come from Mueller.

As someone who refuses to play by the usual presidential playbook, Trump needs to be careful

talking to Mueller, who will be carefully attempting to outsmart the President.

But with his lawyers on his side, and with the tact that the President has, any investigation

will likely prove nothing more than the fact there was no collusion with Russia, and that

Mueller is nothing more than a weapon of the Democrats.

The job of President Trump's lawyer is to ensure the President is ready for the meeting.

While they have advised against having a meeting with Mueller in the past, Trump is expected

to meet with him anyway.

As reported by Politico:

President donald trump's lawyers are gaming out possible questions, and answers for a

potential interview with special counsel robert mueller, according to two people familiar

with the strategy.

The preparations reflect an understanding that negotiations with the lead russia investigator,

which have been ongoing since january, will eventually culminate in a sit-down meeting

between mueller and the president.

One source said the discussions about the terms of a possible interview may soon even

reach a conclusion.

"I don't think it's months and months out.

I don't think it's in a week," said the person familiar with the negotiations.

"but I think it's moving to ward closure."

But even given the high stakes of a potential meeting with mueller, trump's lawyers face

a challenge in prepping a president who resists following scripts and who has deep trust in

his own improvisational instincts.

Trump has said he is eager to meet with Mueller.

"I'm looking forward to it, actually," he told reporters in the white house on jan.

24, adding that his lawyers had informed him the interview could happen in "about two

to three weeks."

but his attorneys quickly ratcheted back his remarks, saying he was "speaking hurriedly"

before departing for a European trip, and they have since addressed the subject cautiously."

When President Trump is to meet with Robert Mueller, the President is going to have a

great opportunity to directly confront the man that has been propagating the theory he

colluded with Russia during the 2016 investigation.

Democrats have been citing Mueller as their hope to impeach the President.

A meeting between the two of them will either destroy their hopes or create more Russia

collusion speculation.

It all depends on how President Trump handles the meeting.

Drinking two cups of green tea per day can reduce COPD risk by nearly 40% - Duration: 1:46.

Turning now to some health-related news,... green tea is known around the world for its

antioxidant and anti-inflammatory benefits.

And adding to that,... a recent study shows drinking two cups of green tea a day can keep

your lungs healthy.

Cho Sung-min reports.

Local researchers from Kyung Hee University say drinking green tea can reduce your chances

of getting several serious lung diseases by nearly 40 percent.

Chronic obstructive pulmonary disease, or COPD, includes conditions such as emphysema

and chronic bronchitis and refractionary asthma.

These diseases, mostly caused by smoking, have several things in common -- they cause

chest tightening, chronic coughing, and excessive amounts of mucus.

The researchers found a clear correlation between green tea consumption and these lung

conditions after conducting a study on some 13-thousand subjects age 40 and older from

2008 to 2015.

Among those who drank more than two cups of green tea per day, COPD was found in only

five percent of them.

Among those who didn't drink green tea at all, the figure was over 14 percent.

After applying a range of variables -- from smoking history and alcohol consumption, to

the subjects' levels of physical activity -- the team concluded that drinking at least

two cups of green tea per day reduces the chances of contracting COPD by 38 percent.

Though the mechanism isn't completely understood yet, the team says that a green tea extract

called catechin helps protect the lungs with its anti-inflammatory effects.

The team are planning further research on the extract to find out exactly how it works.
