Thank you for just bearing with that as we have split the day into two events
So I hope this morning you were able to fight your way in , bad weather overnight , the knock on effect of Hurricane Irma over in the states
Somebody said out in the car park this morning, this is 'Hurricane Ieuan ! '
I'm glad to see you all here this morning
So welcome, croeso to the first Health Education and Improvement Wales event, I want to thank you for your time, coming this morning
I am very pleased to be able to be here at these sessions
as Chief executive of the NHS in Wales. As David indicated, I'm the Senior Responsible Owner - to ensure that we get to April 1st
and the launch of this new organisation
First of all i just wanted to remind us all of the significance of the establishment of the new organisation
So HEIW will be the 11th body in the NHS family
I think that's a really important statement , being supported not just by those of you in the room here today
but all of those working in the NHS system in Wales
It means that its Chief Executive will sit alongside those in the heath boards and trusts
as an equal partner
as a principle, we're taking an important step to reinforcing
the centrality of the workforce - it's training, education and development
to the future success of our health services here in Wales.
And I want you to know that the work you currently do in your individual organisations - commissioning, planning, training overseeing the quality etc
is going to be the core of the new organisation.
i believe that bringing your various work into one place will build on these existing foundations and strengthen further
with more contribution to workforce in the future in Wales.
Being able to do these activities across our workforce and with the flexibility to adapt to emerging needs will be a significant advance
both for you and our health services.
Our intention in creating the new organisation is to provide continuity
but also to think differently and ensure we can expand our range of activities in this field.
and we recognise that our health services are responding to a variety of challenges
Multi disciplinary working , community based services , population challenges
and the actual changing needs of our citizens
-supporting them and being agile and flexible in responding to those will be core functions of the new organisation as well
So I think that the foundation of excellence which you in your organisations can bring to these challenges
in the new joined up HEIW is exciting , and inspring in terms of what we can do differently
there is a real opportunity to develop an organisation I think that stands out
Not just in Wales but in a UK context as well.
the creation of HEIW will solidify and streamline structures and processes. We want to strengthen collaboration across agencies and ensure we have a focus on efficiency and cost effectivensss
we want to develop a coherent and focussed organisation
to drive forward all-Wales approaches and have the benefit of a national lens
which we can bring together more surely in Wales.
We want to remove artificial barriers
some of those are structural , some of those are factual
we do want to take advantage of the investment made in health education and training in Wales
and it's support in developing across all our professions
One of the messages I'm taking out to all parts of NHS Wales is the opportunity it presents for them
and working with you all as partners
not only in the work that you currently undertake
but in the ambitions that we have for this organisation
in the future
The new body will offer a national approach
to the development of leadership within the NHS in Wales
encouraging greater movement of staff across NHS Wales
to manage change
I want to use this mechanism to encourage the very best of our talent in Wales
and I know that HEIW will be a major supporter and driver for that
This is what I mean - helping us to challenge some of our existing approaches for necessary change
we want to be fit for purpose for the future
HEIW will work with NHS Wales, health boards and trusts for an improved strategic approach
in commissioning the future workforce
it will consider all parts of the health sector in its work
ensuring planing is integrated across key partners
such as social care
it will also recognise the value of all professionals in the sector working to raise standards of training and
skills
for every student or trainee
sounds very straightforward of course but we know there's a lot of work to be done
and a lot of work to continue with
all of these existing practices as well in this transition period
But i do expect that you will be able to work alongside the existing provisions
provide significant expertise and workforce intelligence
to the shape of our workforce
offering other health bodies a solution and providing a role in team design
to make sure we have the best performance for our patients and the Welsh population
Crucially the new body will be set the task of leading on promotion of the health service in Wales
as a premier career choice, across all roles in the NHS, and across all the diversity, and geographical areas of Wales
These are a few examples but I'd like to be clear with everyone
that the bodies which we're bringing together- that means the bodies that we're all working on right now
are effective organisations who work well.
this change is not because of ineffective performance
and you'll be aware of the review work that led to the reccomendations for a single organisation
and we will want this professional performance to continue
as we work to create the new body despite the fact that
it can be distractive, but it's important to keep the focus on the key responsibilities
As you know, we've had discussion in the areas of employment with the organisations
which will transfer to HEIW next year
obviously that's built on some of the representations in the room
here today
and whilst that doesn't provide absolute certainty and there may be some outstanding questions
I hope it offers some greater clarity
going forward
The processes of change such as this can be frustrating at times
but I am grateful for your patience
we need to bring together all the processes and decisions
that will enable a smooth transfer
against a challenging timetable for
next year.
just to reflect on this
as the chief executive of one of the health boards created back in 2009
I remember us all working at pace to establish the new health board
and a transition period of 6 months
so I just want to emphasise that we can do this
and it's important that we get any questions on the table on this stage
I hope that's going to be part of your conversations with the specialist workforce
I hope that my own role as Senior Responsible Owner
reinforces the importance of a positive and constructive expansion to the new organisation
But I also want to make the point that we do have experience to draw on here
in the room , but also outside of this
in terms of Wales and creating organisations
that can help us with the scale of this particular challenge.
So I also wanted to take an opportunity to
at the outset of your session this morning just to thank
those of you who've been able to support the work through our
workstreams and the accomodation user group
and elsewhere with the processes that are in place
I think that the spirit of collaboration-getting it right at these early stages is vital
for HEIW to be a success
and I want to thank Peter, Margaret and Stephen
and their teams just for the positive attitudes
that's been taken to date for the work that's underway
I think this is actually very visible so thank you for that
in what I know are tense times as we move towards the new organisation
it makes a real difference, and I'm sure it will continue to do so
with hopefully, little bumps that may occur in the road coming our way
over the next few months, i think you have to be pragmatic
at this stage we needs to answer questions
and I hope you appreciate that today is part of you highlighting those to us
as the morning elaborates, David is going to tell you a little bit more about
some of the forthcoming parts
and hopefully he'll answer questions in advance
it's
it's pretty clear that September is a critical month
for the programme, but just for my introduction to the piece
I'd like to say how excited I am
to have the team here today , that there's a good
outcome to aim for here, which will support us for better
health services for the population of Wales
i'm also going to keep a close eye
not just on the discussions here today
but also noticing the programme in particular
for the forthcoming weeks, and I will
just really like to maintain an engaging process throughout
to give you reassurance but also to make full advantage of the significant change we're making
and of course the significant experience that we have
not least in the room here this morning but also
in the afternoon sessions as well
