Hey, good afternoon. Rob Giordano, Sonoma County Sheriff here today with a video

update message for you. Let me first say I appreciate all of you

watching these videos. We're really trying to keep in touch with you and

keep you up to date on what's going on. So really it takes your willingness to

watch so we can keep communicating with each other. Today I want to talk about

fires. There are fires all over the state right now. I'm sure everybody's aware of

that. It's - fire season just started. The fires started burning way before

fire season this year. Um, my message to you is that it's very dry out. This is a bad

fire season. Lots of fuel, lots of dry fuel, so a lot of dry grass a lot of dry

trees. Uh, we want to work with the fire agencies to help keep you safe. That's

what this is about. So I'm going to talk a little bit about fire safety today.

Um,most important thing is empower yourself, and really what I mean is we need you

to stay informed with how to fix the problems because we gotta all work

together like we learned in the fire last year. So let's talk about alerts

first. WEA alerts - wireless emergency alert. It's a - it's a way for us and

public safety to force a message over your cell phone to tell you of an

emergency. The problem is the technology's not all

there yet. It's not a hundred percent. We've been testing it and it's been

working, but not as well as we'd like it to. We will use it under the right

circumstances, but I don't want you just to rely on it. So what comes up next is

things like Nixle and SoCo Alert, which I think a lot of you are familiar with, but

I want to just remind those of you aren't and those of you have seen it, please

information. Lots of government agencies are using it now. One of the complaints

we get is sometimes people get messages they don't want. Well, my message to you

is you can go to Nixle.com, set up an account, and control what messages you

get, what messages you don't get. SoCo Alert is what Sonoma County uses for

emergency alerts only. Very important you sign up for that as well. You're only

going to get that alert in an emergency, but you have to go sign up. You have to

put your address in, you have to put your cell phone number in, put your home phone

number in. You have to tell it how to contact you. Those three things are

really important, that you understand that, and that you reach out and and make

it possible to - make it possible for us to contact you at any one of those ways

because we'll put alerts all those ways. The other big thing is talk to your

neighbors. Um, sign them up if they're not signed up. We gotta spread

the word. When the fires started last year, we only had 30,000 people in the Sonoma

County alert system and they're supposed to - there's 500,000 people in this county.

We really want to get everybody on there for their own good.

It's all about being prepared. Along the lines of being prepared, I want you to

pack a go bag in case you actually do have to evacuate. Uh, there's a list of items

to put in that bag at www.readyforwildfire.org.

By the way, Nixle, SoCo, everything I'm giving you today, there's gonna be links

in this post. So please you can go back and look at the narrative of the post, see the

links to the places that I'm mentioning, and go to those sites and log in and

we'll have information on the post for you. Uh, know your neighbors and know their

special needs. You know, one of the things that saved a lot of lives last year in

the fire was neighbors helping neighbors. People that knew their neighbor wasn't

as ambulatory and went to help them out and that was really a big deal. So know

your neighbors, know how to help them. Have a household communication plan. Know -

have a way for your family to reach each other if there's ever an evacuation and

we lose cell power again. We have to find a way to communicate so we can know

everybody's safe, another big part of the puzzle.

The other thing that happened to

us in the last, last fires was garage door openers. Um, not all garage door

openers have battery backups, and not everybody understood how to open their

garage door with the release. So we're gonna put out a video in the near future

talking about this, but right now what I want to tell you is there is a way to

pull a lever on the top of your garage door that will release the opener from

the garage and you can open it manually. Learn how to do that, make sure everybody

in your household who might have to do it can do it, especially the most

vulnerable. If not, get a battery backup. Understand how that works as well. That

was a problem in the fires for us and I want you to be safe out there.

The other big thing? Know your escape routes. And what I really mean is, know more

than one way out of your neighborhood. We get in the habit of going in and out of

our neighborhood one way and maybe in and out of our office one way. Learn

other ways in and around your neighborhood and - in uh - at home - and in and

around your business. Really important in case there's a road closure on this side

because of fire. I want you to have another way out, so learn those other

areas. I'm gonna talk about red flag warnings for a minute. Red flag warnings

are put out by the National Weather Service. Um,

it's a fire risk time when it's dry, heavy fuels, high winds, it's what our

fire storm occurred during, a red flag warning. Very important time. Something

that I really want to impress upon you is that 95% of fires are started by us,

people. Accidental a lot of the time, usually by lawn mowers, other ignition

sources, chains dragging on your trailer. So the message is when you see the red

flag warnings, and even on the hot days, don't mow lawns, don't mow lawns in the

afternoon. Early in the morning when it's damp and there's a lot of humidity. Watch

for chains. Chains on trailers have started a couple fires this year. We

don't want any more of that. Watch the chains, so you want to eliminate

ignition sources when it's a bad fire season. Very important piece of the

puzzle. No outdoor fires. No barbecues on windy, hot days. I'm sorry, I'm not trying

to wreck the barbecue, but fire is more important. Again, back to what I started

with: empower yourself, stay informed. Keep up-to-date with the Sheriff's Office

social media, CalFIRE social media, and the National Weather Service out of

Monterey. That's our region. You take charge. Pay attention to what's going on.

Help your neighbors. Help us keep everybody in the community safe.

Entire West Virginia Supreme Court Hit With Articles Of Impeachment - Duration: 4:17.

The entire West Virginia Supreme Court of Appeals has been hit with articles of impeachment.

Last week the West Virginia House of Delegates approved 14 articles of impeachment against

the sitting judges at the moment.

And then Monday of this week, the house at large approved 11 of those 14 articles of

impeachment.

Now, this is significant.

This is every single member on the West Virginia State Supreme Court of Appeals.

This is a massive move.

And what started all this is actually a spending scandal, that kind of embroiled everyone there

on the Supreme Court.

One of the things that they spent money on, they spent $34,000 on a couch.

They also spend hundreds of thousands of dollars renovating their individual offices, using

public vehicles for private travel.

Wracking up all kinds of bills that they shouldn't be able to wrack up, which is why they're

being impeached.

And honestly, that's a good move.

The makeup of the court as it stands right now, because one Justice has already resigned,

is that there's two Democrats, one Republican, and one Republican leaning independent.

So it's pretty much split two and two, the Chief Justice is a Democrat.

But here's the thing, the solid Republican on that court is actually facing additional

charges, could be look at actual criminal prosecution, not just impeachment, because

he, and here it is, he faces federal prosecution for fraud, witness tampering, and false statements.

And he's also accused of using a state contract in a moving company to steal priceless office

furniture from state buildings for personal use, and billing state accounts for his book

signing tour, which actually happened to be a book about government corruption in the

state of West Virginia.

So, while he's out promoting a book about corruption in West Virginia, he's also engaging

in corruption in West Virginia to promote his book.

I mean that is how disgusting this entire court system in the state of West Virginia

apparently had become, at least at the State Supreme Court level.

And here's the sickening part to me though.

In addition to the spending scandals, the witness tampering, the fraud, the false statements,

all of that, is that there's actually some Democrats out here who are furious that this

has happened.

The Daily Coast is mad because they're saying, "Oh, this is just the Republicans and the

legislature, they're trying to take back over the court.

You could tell that from the timing of this."

An investigation happened, it founds massive wrongdoing amongst all members of the Supreme

Court, not just the Democrats, but the Republicans too.

Everybody was engaging in unethical, potentially illegal behavior.

So, I'm sorry that that angers you, that you think this is a Republican power grab, but

regardless of political party, corruption needs to be rooted out of all levels of government.

I mean I'm tired of hearing Democrats, "You can't say this, because that's a Democrat

and we need them."

Oh, we can't lose this Supreme Court that goes right 90% of the time anyway, because

they're Democrats.

Listen, corruption knows no party, right?

If somebody is corrupt as hell, and doing things that are potentially illegal, it doesn't

matter if there's a D, and R, and I, a G, or an L next to their name, they need to go.

That's how this government, that's how this country is supposed to work.

So, don't whine to me that an already right leaning state Supreme Court that rules with

corporations and fossil fuel interests most of the time could be remade into being even

more conservative.

If you're already conservative, you're not going to get more conservative than that when

it's a black and white issue such as the law.

So stop whining about it, and start cheering for the fact that hey, somebody in this country

finally did something decent to stamp out corruption.

Agent" question. Select "Next" to continue. Select the type

of ID you would like to enroll with. You have a choice of Social Security number

(SSN) or Federal employer identification number (FEIN). If you are currently a

business with a FEIN, you may select it. If you are an individual, you may

select Social Security number. For this example, we select "Social Security number."

Enter the ZIP Code related to the FEIN or SSN that you entered. When all fields

are completed, select "Next" to continue. Complete this page with your own

information, not your clients. When the information is completed, select "Next" to

continue. Now you are ready to submit this request.

Select "Submit." Are you sure you want to submit this request? Select "Ok" to

continue. Here is the confirmation page telling you that your enrollment request

is being processed. Select "Ok" to return to the e-Services for Business home page.

The e-Services for Business home page shows a summary of your enrollment

information as the agent. From the "I Want To" menu, select "Add Access to Another Account"

to gain access to your client's account. Repeat these steps for each client

account number. Select "Account Type." For this example, we select "Employment Tax."

Enter the "Account Number, "Country", and ZIP Code" then select a security question to

answer. For this example, we select "Reserve Account Balance." Select "Next" to

continue. The message at the bottom informs you that you are trying to add

access to the specified account. Select "Submit" to add access to this account.

Here is your confirmation number for the request to add access to another account.

You can print a copy for your records and then select "Ok" to continue. You can

now see the newly added account located under the "Accounts" subtab on the home

page. There are many other actions on the home page that an employer

representative or payroll agent may find helpful for managing multiple accounts.

Most of these actions can be accessed by selecting "Show All" next to the "I Want To" menu.

Select the "Manage Payment Sources" link from the "I Want To" menu. Select the "Setup new

payment source" link under an individual business account. Select either checking

or savings from the "Bank Account Type" drop down menu. Enter the correct routing

number, account number, and then re-enter the account number in the "Confirm

Account Number" field. If you would like to use a different name from the default

name, select the "No" tab and enter a name you will remember. When completed,

select "Save" to continue. This stored payment information will now be the

default payment source for all payments made for this account in e-Services for

Business. You still have the option to manually enter payment information if

you choose to use one different than the stored payment information. Select "Main"

to navigate back to the e-Services for Business home page. Now we will set up a

shared payment source for all your enrolled accounts in e-Services for

Business. Select the "Manage Payment Sources" link from the "I Want To" menu. Here we

can see the individual payment source we just added for a single account. Select

the "Setup new payment source" link the "Shared for All Individuals and

Businesses" section to add a payment source that can be used for all accounts

When the information is completed, select "Submit." Are you sure you want to submit

this request? Select "Ok" to continue. Here is your confirmation number for the

form you completed. You can print a copy for your records, and then select "Ok" to

continue. Select "File Now." Select "Yes" or "No" to the question, "Do you have a payroll to report?"

For this example, we select "Yes." Select "Next" to continue. Select "Yes" or "No" to the

question, "Do you want to import a file?" Select "Next" to continue. Select the

"Instructions" link for assistance, if needed. Complete wage information for

each employee. Select "Next" to continue. Enter the number of employees that

worked each month of the quarter. The "Wage Detail Totals" are populated

from the wage report that we just entered. Select "Next" to continue. You must

complete the declaration page. On this page you declare that the information

herein is true and correct. When the information is completed, select "Submit."

Are you sure you want to submit this request? Select "Ok" to continue.

Here is your confirmation number for the form you completed. You can print a copy

for your records and then select "Ok" to continue. Select

continue select "Submissions" then select "View Submissions." Here we can see that

the tax return and wage report are submitted and waiting to be processed.

the bottom of the page, select "Next." The information you entered is now saved. If

that the submission was successful. A printer-friendly version is available

here. Close the tab to go back to the

e-Services for Business home page. To report newly hired employees, select the

"Employment Tax" link to go to the account for which you want to file a Report of

will show you how to adjust a Quarterly Contribution Return and Report of Wages

an employment tax account and can be used as a guide when filing other tax

returns and wage reports if corrections need to be made. We will begin at the

e-Services for Business home page. This is the e-Services for Business home page.

Select the "Employment Tax" link for the account for which you would like to

adjust a tax return. Select the "Period" link for the period you wish to adjust.

For this example, we select "31-Dec-2017." This page displays all alerts and

activity for the period we just selected. Select the "File or Adjust a Return or

Wage Report" link from the "I Want To" menu. Select the "View or Adjust Return" link

next to the tax return. This page displays information about the tax

return, such as when it was filed and the status of the request. Select "Adjust

Return" to adjust the tax return. Answer "Yes" or "No" to the questions, "Do you have

payroll to report?" For this demonstration, we are going to select "Yes." Select

"Next" to continue. Here we can see the previously filed tax

return with the figures already prepopulated. The fields "Total Subject

Wages Paid this Quarter, UI Wages, SDI Wages, SDI Contribution, Personal Income

Tax (PIT) Withheld, and Less Contributions and Withholdings Paid for the Quarter"

are now editable. Complete the form with your new wage and contribution

information. Select "Next" to continue. The "Reason for Adjustment" field is required.

Enter your reason for adjusting the tax return then select "Next" to continue. You

must complete the declaration page. On this page, you declare that the

information herein is true and correct. When the information is completed, select

"Submit." Are you sure you want to submit this request? Select "Ok" to continue.

Here is your confirmation number for the form you completed. You can print a copy

for your records, and then select "Ok" to continue.

Next we are going to adjust a Quarterly Contribution Return and Report of Wage

(Continuation) (DE 9C). We are on the "Return" page for 31-Dec-2017. Select the

"View or Adjust Return" next to the processed wage report.

This page displays information about the wage report, such as when it was filed and

the status of the request. Select "Adjust Return" to adjust the report. Answer "Yes"

or "No" to the question, "Do you have payroll to report?" For this demonstration,

we are going to select "Yes." Select "Next" to continue. Select "Yes" or "No" to the

question "Do you want to import a file?" For this demonstration, we select "No."

Select "Next" to continue. Complete the form with your new wage

information. Select "Next" to continue. Now complete the "Amended Wage Totals" section.

Report the grand totals for all employees, not just the amended employees.

When this is completed, select "Next." Enter the reason for adjusting this wage

report. Select "Next" to continue. You must complete the declaration page.

On this page, you declare that the information herein is true and correct.

When the information is completed, select "Submit." Are you sure you want to submit

will show you how to file a Payroll Tax Deposit (DE 88) in e-Services for Business.

We will begin at the e-Services for Business home page. This is the e-Services

for Business home page. Select the "Employment Tax" link for the account for

which you would like to file a Payroll Tax Deposit (DE 88). This is the "Account"

home page. Select the period for which you want to make a DE 88 payroll tax

deposit. For this example, we will choose to file a deposit for the period of

"31-Mar-2018." This page displays a breakdown of alerts and activity for the

period 31-Mar-2018. Select the "Make a Payment" link from the "I Want To" menu.

Select a payment method. The choices are "ACH Debit" or "Credit Card."

For this example, we select "ACH Debit." If you don't already have a stored payment

source, enter your banking information here. You have the option to save this

payment source for this account by selecting the "Yes" tab under the

statement, "Save as the default payment source for this account?" You have the

option to change the default name by selecting the "No" tab under the statement,

"Use default name." The "Bank Debit Date" is prepopulated, but can be changed up to

90 days in the future. Enter the payment amount, then confirm the amount. Select

the "Deposit Schedule." For this example, we select "Quarterly." Select the correct "Pay

Date." Verify that the "Payment Amounts" total matches the "Payment Total." Select

"Submit" when you have entered all of the information. This is your approval and

information this is your approval and authorization for the Employment

Development Department to debit your bank account for the amount of the

payment total you chose. For this example the authorized payment amount is $100.

Selecting "Ok" will act as your electronic signature. This is the confirmation page

telling you that your payment has been submitted. Select "Ok" to return to the

will show you how to retrieve your Unemployment Insurance (UI) tax rate and

update your account information. We will begin at the e-Services for Business home

page. From here you will select the "Employment Tax" link. Now we are at the

Account home page. To get your UI Rate, select the "Get My UI Rate" link under the "I Want To"

menu. This screen shows you your current tax rate and the tax rate from the last

two years. When you are done viewing your tax rates, you can select the "Main" link

to go back to the e-Services for Business home page or the "Account ID" link to go

back to the Account home page. Now we're going to update the account information.

We will begin at the Account home page. Select the "Update Account Information" link under

the "I Want To" menu. This is the Update Account Information page. This page can be used

to change the business entity type, business name or DBA, FEIN number, legal

business name, a personal name associated with the business, or responsible parties

for the business. For this example, we select "Business Name or DBA Change." First,

enter the date of the change. Then select "Business Name or DBA Change." Next, enter

the reason for requesting the name change. When you have completed the

required fields, select "Next." Enter your new legal name. If the legal name has not

changed, enter the existing legal name. Enter your new DBA name. When you have

completed the required fields, select "Next." This page is for you to provide the

EDD with your current location address. Once you've completed the required

fields, select "Next" to continue. Choose "Yes" or "No" to verify that your

mailing address is the same as your location address. For this tutorial we

are going to leave the choice marked, "Yes." Select "Submit" to submit your request to

update account information. Are you sure you want to submit this request?

Select "Ok" to continue. This is the confirmation page telling you that your

request to change the employer account information has been submitted. Select "Ok"
