 MADRID, 22 Ago. (EUROPA PRESS) - El presidente de Ciudadanos, Albert Rivera, ha afirmado este miércoles que la formación no apoyará en el Congreso la convalidación del decreto ley que elabore el Gobierno para exhumar del Valle de los Caídos los restos de Francisco Franco, pues duda que la medida "tenga carácter de urgencia" y se pueda "jurídicamente justificar" el uso de esta fórmula legislativa

El líder de Ciudadanos no ha concretado no obstante si la formación se abstendrá o votará en contra --"no lo hemos debatido si quiera"--, y dice que es un asunto que tendrán que analizar cuando se conozca el contenido del decreto que previsiblemente, verá la luz tras el Consejo de Ministros de este viernes, para someterse a convalidación del Congreso cuando arranque en septiembre el periodo de sesiones

"Puedo avanzar que con el hecho de proponerlo por decreto ley, no vamos a apoyar esa convalidación porque no son las formas ni la prioridad ni lo que nosotros haríamos si estuviéramos gobernando", ha señalado Rivera en una entrevista en Onda Cero recogida por Europa Press

Conforme ha apuntado, "el decreto ley es un instrumento excepcional para cuestiones urgentes y esto después de 40 años no se puede tildar de urgencia", sobre todo cuando el PSOE "ha gobernado más de 20 años, algunos con mayoría absoluta, y no ha hecho nada"

"No comparto las formas, ni que sea decreto ley ni la falta de consenso y de previsión", ha zanjado, para incidir en que "no se puede hacer así y desde luego, no se puede hacer sin contar con la mayoría del arco parlamentario"

Rivera, quien ha dicho que le "importan bastante poco los huesos de Franco", ha apuntado no obstante que si el presidente del Gobierno, Pedro Sánchez, "quiere hablar de esto y hacerlo en serio, tiene que hacerlo con consenso, con criterios técnicos y buscando la reconciliación"

Propone un cementerio nacional donde puedan compartir espacio caídos en bandos opuestos y asegura estar dispuesto a debatir medidas para todo el conjunto monumental del Valle, porque considera que centrarse exclusivamente en mover los huesos es "buscar maniqueísmo"

En todo caso, considera que el Gobierno está centrado en este asunto por su "falta de proyecto de futuro" y sospecha que "hay un cierto intento de volver a esas batallas fratricidas de rojos y azules, de enfrentamiento y división, que son las que le gustan al bipartidismo", un modelo a su juicio tan "obsoleto" como escuchar música en "cassetes y vinilos"

"El ánimo del gobierno es trabajar unidos, compartir información y coordinar esfuerzos para enfrentar esta situación todos juntos y juntas, como país", afirmó el mandatario Carlos Alvarado

En la actividad, que fue privada, las autoridades presentaron el Plan Integral de Atención a los Flujos Migratorios, en el que han venido trabajando más de 30 instituciones públicas y organismos internacionales en los últimos meses

El Plan de Acción Integral pretende asegurar el resguardo y seguridad fronteriza, garantizar una respuesta humanitaria y de protección adaptada y eficaz, así como dar un abordaje migratorio adecuado y apegado a los derechos humanos

Las acciones para enfrentar los flujos migratorios se dan tras la crisis sociopolítica que vive Nicaragua desde abril pasado y que ha generado un incremento de migrantes desde ese país hacia Costa Rica

Datos oficiales indican que desde junio un total de 23.000 nicaragüenses han solicitado refugio en Costa Rica. Sin embargo, el 80 por ciento son personas que llevan varios años viviendo en Costa Rica y no pueden considerarse como refugiados

El Gobierno costarricense también anunció la creación de un espacio de coordinación permanente entre alcaldes y el gabinete

"Estamos apoyando al Gobierno de la República bajo los valores de solidaridad que nos han caracterizado", puntualizó el alcalde del cantón de Dota (centro), Leonardo Chacón

 MADRID, 22 Ago. (EUROPA PRESS) - El presidente de Ciudadanos, Albert Rivera, ha afirmado este miércoles que la formación no apoyará en el Congreso la convalidación del decreto ley que elabore el Gobierno para exhumar del Valle de los Caídos los restos de Francisco Franco, pues duda que la medida "tenga carácter de urgencia" y se pueda "jurídicamente justificar" el uso de esta fórmula legislativa

El líder de Ciudadanos no ha concretado no obstante si la formación se abstendrá o votará en contra --"no lo hemos debatido si quiera"--, y dice que es un asunto que tendrán que analizar cuando se conozca el contenido del decreto que previsiblemente, verá la luz tras el Consejo de Ministros de este viernes, para someterse a convalidación del Congreso cuando arranque en septiembre el periodo de sesiones

"Puedo avanzar que con el hecho de proponerlo por decreto ley, no vamos a apoyar esa convalidación porque no son las formas ni la prioridad ni lo que nosotros haríamos si estuviéramos gobernando", ha señalado Rivera en una entrevista en Onda Cero recogida por Europa Press

Conforme ha apuntado, "el decreto ley es un instrumento excepcional para cuestiones urgentes y esto después de 40 años no se puede tildar de urgencia", sobre todo cuando el PSOE "ha gobernado más de 20 años, algunos con mayoría absoluta, y no ha hecho nada"

"No comparto las formas, ni que sea decreto ley ni la falta de consenso y de previsión", ha zanjado, para incidir en que "no se puede hacer así y desde luego, no se puede hacer sin contar con la mayoría del arco parlamentario"

Rivera, quien ha dicho que le "importan bastante poco los huesos de Franco", ha apuntado no obstante que si el presidente del Gobierno, Pedro Sánchez, "quiere hablar de esto y hacerlo en serio, tiene que hacerlo con consenso, con criterios técnicos y buscando la reconciliación"

Propone un cementerio nacional donde puedan compartir espacio caídos en bandos opuestos y asegura estar dispuesto a debatir medidas para todo el conjunto monumental del Valle, porque considera que centrarse exclusivamente en mover los huesos es "buscar maniqueísmo"

En todo caso, considera que el Gobierno está centrado en este asunto por su "falta de proyecto de futuro" y sospecha que "hay un cierto intento de volver a esas batallas fratricidas de rojos y azules, de enfrentamiento y división, que son las que le gustan al bipartidismo", un modelo a su juicio tan "obsoleto" como escuchar música en "cassetes y vinilos"

C'è il dolore, c' è il mesto conteggio dei morti seguiti all' ingrossamento del torrente Raganello nel parco del Pollino

Ma c' è pure che certo fatalismo calabrese ha veramente rotto le balle. Così pure l' atteggiamento arrendevole di certe "guide" che poi non sono neanche guide alpine, preparate come tali: sono "guide naturalistiche" o "della natura" o più spesso "accompagnatori di media montagna", operatori locali la cui analisi più approfondita, in ogni caso, ieri è stata divisa tra «piove, bisognava stare a casa» e «bisognava stare a casa e basta»

Ma se vai sul sito del Parco del Pollino, di guide ne risultano un'ottantina (per diventarlo devi primariamente compilare un questionario) ma sullo stesso sito, attenzione, si legge anche che Civita e il Canyon del Raganello sono «escursioni da fare anche senza guide e ideali per i principianti»

Si cita il famigerato Ponte del Diavolo e il greto del fiume: e perché mai un turista non dovrebbe avventurarsi, spingersi oltre? Chi gli consiglia di non farlo? Non ci sono cartelli, non ci sono cancelli, non c'è neppure una guardia giurata o un forestale o un custode abusivo: però ecco, magari da qualche parte c' è qualche ordinanza comunale sepolta tra le scartoffie

Ma nel concreto, chi ti avverte? Chi ti dice che quel torrente diventa subito una forra con pareti di roccia alte sino a 400 metri? E che, all' occorrenza, se ti inoltri, diventa roba da cosiddetto canyoning, con corde, mute e imbragature di cui le guide locali nulla sanno? Chi ti dice che anche il tratto più semplice tra Civita e San Lorenzo Bellenzi, l'altro giorno, può diventare pericoloso? Te lo dicono le guide? Dipende anche dalla guida

Perché è vero, da un lato, che tra le vittime accertate c' è anche una guida esperta della zona, Antonio De Rasis, che da anni portava turisti alla scoperta del torrente anche se non figurava tra le guide ufficiali del Parco

Le quali, all'apparenza, ora fanno spallucce e hanno la postura fatalista e illuminante di quell' Emanuele Pisarra che ieri, intervistato da Radio Capital, ha detto che questi turisti «hanno deliberatamente deciso di andare senza guida

Si sono avventurati, ma questa purtroppo è una cosa normale, succede tutti i giorni

Peraltro chi va da solo non ha nulla dell'equipaggiamento necessario, non avevano mute, neanche le scarpe adatte, nulla

io ero in montagna da un'altra parte, non mi sono posto il problema». Quindi non c' era, anzi, non c' è mai nessuno a segnalare l' eventuale pericolo

«No». Ha confermato il presidente del Parco, Domenico Pappaterra: andare all' avventura, «formalmente, non si può»

Ma era stata diramata un' allerta meteo, almeno? Sì, questo l' ha confermato anche la Procura: ma non è chiaro chi avrebbe dovuto recepirla

«La prima cosa che fa una guida professionista, prima ancora di bere il caffè, è controllare il meteo e rinunciare a escursioni che possono presentare dei pericoli» ha detto ieri Domenico Gioia, coordinatore delle guide ambientali escursionistiche della Calabria e molto attento a segnalare che eventuali guide presenti «non erano riconosciute né dal parco né dall' Aigae»

Anche perché le guide dell' Aigae, nelle gole del Raganello, a quanto pare non ci vanno: «Non ci avventuriamo in queste gole, ai turisti le facciamo vedere dall' alto o solo nella parte iniziale del percorso»

Per prudenza? Forse anche per un' altra ragione: non sono così abili, queste guide

Hanno una competenza, soprattutto tecnica, molto relativa. Non bisogna confondere le guide naturalistiche ed escursionistiche o di media montagna con le vere e proprie guide alpine (con specializzazione) che in Calabria e in Sicilia sono presenti solo tra i vulcanologi, e neppure con quelle dell' Aigc (Associazione italiana guide canyon) o ancora con quelle dotate del brevetto internazionale rilasciato dalla "Commission international de canyon": gente che i turisti - se in grado - li porta altro che sul Raganello: mica le guide del Pollino che sul Raganello manco ci vanno (che poi non è vero: ci vanno)

Insomma, tra i fantasmi da scacciare c' è anche l' impressione che delle professionalità limitate ne stiano approfittando per travestirsi da esperti unici e preveggenti: dire che quelle gole «non è il caso di percorrerle mai» fa abbastanza sorridere chiunque abbia dimestichezza con certi ambienti, e fa il paio con la pretesa - avanzata ieri - che sia reso obbligatorio l' accompagnamento solo di "guide" riconosciute dalle associazioni locali

la piena del torrente Ma un circuito così chiuso e autotutelato, soprattutto in Calabria, correrebbe il rischio di essere chiamato con un brutto appellativo

E per fare paragoni e rapportarsi alla normalità (mancata) non serve scomodare i canyon del Colorado, tappezzati di cartelli monitori: basta sapere che per fare canyoning o torrentismo o roba del genere, in Val d' Aosta o in Piemonte, tu devi telefonare, prenotare, pagare e poi essere accompagnato da una guida alpina con specializzazione in canyoning o da una guida dell' Aigc

Ma è un altro mondo, non è colpa delle guide calabre - tutte di Cosenza e Potenza - se Civita, per certe cose, assomiglia a tutto il resto della Calabria

In ogni caso, i tragici incidenti di Civita e del Raganello riguardavano solo delle mere escursioni a piedi, fatte da gente imprudente a cui nessuno ha impedito di esserlo: salvo ergersi a maestrini del giorno dopo

Tra l' altro è da una settimana che in zona, regolarmente, si scatenava un violento temporale nel primo pomeriggio

Ma la Calabria è terra di indifferenza. «Le montagne dimenticate, meraviglia della Calabria» titolava il Corriere della Calabria nel giugno dell' anno scorso

Incuria, sentieri non segnati e invasi, dirupi improvvisi, qualcosa che sa più di abbandono che di selvaggio

Le guide - ambientali - potrebbero ricominciare da questo. Oppure dai sei morti che nel 1996 furono trascinati da un nubifragio che colpi Crotone nelle zone Trafinello e Tufolo

Oppure dai 13 morti di Soverato nel settembre 2000, laddove le violente piogge, accompagnate da una scarsa pulizia dell' alveo, provocarono un ingrossamento del torrente Beltrame

Oppure dai quattro morti del Vibonese, nel 2006, per un nubifragio nella zona marina della città

In Calabria per morire basta che piova.

 Od privatizace černouhelné společnosti OKD, z níž měl jeden z nejbohatších Čechů Zdeněk Bakala vyvádět miliardy, uplynula řada let

Zřejmě i to je důvodem, proč je pro mnoho lidí složité se v případu orientovat.  „Kauza se dnes redukuje na prodej minoritního podílu státu v době vlád Vladimíra Špidly a Stanislava Grosse (ČSSD), v níž byl ministrem financí Bohuslav Sobotka (ČSSD) a ministrem průmyslu Milan Urban (ČSSD)

Ve skutečnosti šlo o proces, který trval za různých vlád celá devadesátá léta," vysvětluje v rozhovoru pro Parlamentní listy režisér Jiří Svoboda

 „V roce 1997 stát ztratil v ostravských dolech většinový podíl. Akcionáři snížili totiž základní jmění společnosti, ale nikoli plošně, nýbrž selektivně na úkor podílu Fondu národního majetku

Někdo jistě bude tvrdit, že souhra těchto okolností byla náhoda. Jednotlivé kroky, které se jako přes kopírák opakovaly v další kauze (MUS) a vykazují vysokou míru spolupráce vlád v různém složení, především však ODS a ČSSD, svědčí spíše o tom, že šlo o tiskárnu obrovského jmění, a to ve spolčení," popisuje

 Podíl státu ve vlastnických strukturách OKD se v průběhu let stále snižoval, čímž nad společností ztrácel kontrolu

Nakonec vláda prodala i zbytek akcií, a to v roce 2004 za 4,1 miliardy korun firmě Karbon Invest

Ještě téhož roku padla OKD do rukou finanční skupiny RPG vedené miliardářem Zdeňkem Bakalou

 „Prodej 45,88 % akcií schválila vláda Stanislava Grosse, Bakalu zastupoval přítel Sobotky, advokát Pokorný

Kvalifikované odhady uvádějí, že v průběhu let Bakala vytuneloval z OKD 100 miliard korun

A v tom nejsou zahrnuty byty, které prodal zahraniční firmě a ta byty dala jako zástavu v půjčce 36 miliard korun

Závazek Bakaly, že prodá byty za přiměřenou cenu uživatelům, byl právně ošetřen tak, že zůstal nevymahatelným

Diletanti, nebo spolčení?" říká Svoboda. „Možná s tím nesouvisí náhodný zázračný obchod Stanislava Grosse, který mu přivedl na účet 100 milionů korun

Bakala však navzdory celé úžasné transakci vlastní a financuje prostřednictvím společnosti Economia Hospodářské noviny nebo týdeníky Respekt a Ekonom, jejichž redaktoři, Bakalou placení, píší jistě samé nezávislé a objektivní články," neodpustil si rýpnutí do Bakaly

 Podle úspěšného režiséra je údajné vytunelování OKD mnohem závažnější než kauza Čapí hnízdo, kvůli níž je trestně stíhán současný premiér Andrej Babiš

Bakala prý vyvedl z těžební firmy miliardy, „ulil" si je v zahraničí a v Česku po sobě zanechal jen pachuť nepotrestaných zločinů „Dnes populární Čapí hnízdo je proti uvedeným nepotrestaným zločinům za stovky, možná tisíce miliard velmi marginální epizodou

Čapí hnízdo zůstalo stát v Čechách, nikdo ho neodveze. Bakala vykradl z OKD miliardy a vyvezl je na své účty, v zemi, ze které pochází, zůstala jen pachuť nepotrestaných zločinů," dodává
