S. Korean gov't proposes US$ 3.7 bil. extra budget to boost job creation - Duration: 2:00.

The Moon Jae-in administration's multi-billion dollar supplementary budget to reduce the

nation's stubbornly high youth unemployment rate will head to the National Assembly today

for their review.

It's the second extra budget since the start of the less-than-a-year-old Moon administration,...

that is solely for the purpose of creating more jobs.

Kim Hyesung tells us more.

The government has proposed a supplementary budget worth about 3-point-7 billion U.S.

dollars, which will be submitted to the National Assembly Friday for approval.

The extra spending is aimed at tackling South Korea's high youth unemployment, which the

government sees as a developing crisis, and at helping regional economies hit by corporate

restructuring.

The government's goal is to bring youth unemployment down to below 8 percent by 2021, from last

year's 9-point-8 percent, and to create around 50-thousand jobs for young people.

Of the total extra budget, 2-point-7-5 billion dollars are to be used to support small and

mid-sized companies that hire new full-time employees and to subsidize their wages.

There are also tax incentives for new workers and for smaller-sized firms that hire them.

The Finance Ministry said the remaining 950 million dollars will go to domestic automobile

and shipbuilding companies in the restructuring process.

If passed, this would be the second extra budget under President Moon Jae-in.

Last year, the Moon administration formed a 10.5 billion dollar supplementary budget

to create more quality jobs.

South Korea has passed extra budgets every year since 2015; the latest proposal worth

3-point-7 billion dollars would be the smallest one since 2006.

But there's no guarantee this one will pass the National Assembly.

Opposition lawmakers are against it, and the ruling Democratic Party holds just 41 percent

of the body's 293 seats.

Hi, surprise - today's episode in Polish language

I will add subtitles ...

This episode won't give you too much

It's made for fu n, for humor but I hope it'll give a big smile on your face

Have you ever wondered: What would the names of English-speaking actors sound like if translated into Polish (literally)?

Never?

I fact I haven't too but the idea for that episode appeared in my head

Is somebody already did it (coincidence), it's my idea I didn't copy it.

I've written down a list of 15 English-speaking actors, from States and from the UK.

And I will suggest my versions of their Polish names

Some of these (Polish) names are equivalent of English ones

Some of them have no equivalent so I had to find something similar

I hope the result is good

I will be pronouncing original names and last names of these actors with the Polish accent

So it sounds like that in the Polish language

Somewhere here I will add an explanation

How do you like it?

Klemens Wschodnioleski, he mostly starred in movies about cowboys - so kinda westerns

Tomasz Rejs is well known for example from Mission Impossible

This name Kevin isn't too common in Poland

But sometimes it appears. It would be written with "w" instead of "v"

So Kewin Nabuzowany - this is my proposition

Krystian Bela is known for his movie Batman

For a long time I had a difficulty to match something to the name Gary

Because he have nothing like this in the Polish language

Gary might be for example "Grzegorz" or "Gabriel"

Grzegorz sounds more Polish

What is your best movie with Grzegorz Staruszek?

There's a popular singer in Poland Andrzej Piaseczny, so Adam P. he might be his brother

And in the end

Why "Wolski"? Because "will" means "wola" in Polish. And it's quite common Polish last name

but the weather isn't looking that great

Yes, I'm here at the top of Ungbong mountain.

I was a bit worried yesterday's rain and wind might have caused all the flower petals to

fall off but they seem to be OK, so if you come here,... you'll have a nice time

This mountain is known for its famous forsythia and great views of Seoul, not to mention the

forthysia festival will kick off today and run through Sunday.

Spring rain soaked most of the country, but the rain has let up in the capital area and

the rest of the country will also see rain clouds clearing out as the morning goes on.

Seoul and Beijing are waking up to a cool and breezy morning so dress accordingly.

Temperatures will be similar to a tad higher than yesterday and cooler than average temperatures

will continue into the weekend.

Lows will go down to as low as 2 degrees Celsius in Seoul.

Taking a closer look at today's temps, Seoul is at six and Gyeongju is at 8 degrees Celsius.

Daily highs in Seoul will be a couple notches higher than Thursday at 11 degrees Celsius,

Gyeongju will get up to 15.

Dress warmly on your way out.

A light winter jacket is fine on a cool day like today.

'We Were Not Offered Sanctuary!

Another California city has had "ENOUGH!" and this time they're letting it be known

in an epic way.

Escondido became the first city in San Diego County to join the Trump Administration lawsuit

against California's lawless, and unconstitutional illegal alien sanctuary law.

By a vote of 4-1 the Escondido City Council decided to join the lawsuit which is set to

target California Senate Bill 54.

The only lone vote in opposition was cast by City Council member Olga Diaz.

Senate Bill 54 is the state law which limits cooperation between local law enforcement

and federal immigration authorities such as ICE and Border Patrol.

Its stated intent is to remove the fear of deportation in order encourage residents of

immigrant communities to report crimes and work with local police, but the real reason

for this law is because legislators in the Liberal Democrat Haven of the State of California

know perfectly well that if President Trump gets his way there will be no way current

Democrat lawmakers in the state legislator will be able to keep their power for long.

Without that steady stream of low educated voters, Democrats tend to lose.

Via Fox News: "Escondido joined four other cities — and is the first in San Diego County

— that have taken action in fighting back against the law that protects illegal immigrants

from federal ICE officials.

"This is the right thing to do," Mayor Sam Abed said Wednesday.

"I was elected mayor to uphold the Constitution and to keep our community safe.

I am committed to do that, and that's what the council did today."

More than 60 residents voiced their arguments at the meeting, according to Fox 5 San Diego.

"By deporting my family, is that the reward I get for my hard work?" one person against

the vote said.

California Attorney General Xavier Becerra has been adamantly opposed to local officials

working to opt out of the sanctuary law.

"There is nothing in the Constitution that says that one rogue state can make policies

that affect the whole nation," one supporter said at a rally held before the meeting.

"I came to this country 45 years ago with me and my mother, OK?" one supporter of

the vote said.

"Forty-five years ago, we were not offered sanctuary.

We were not offered an easier, softer way, OK?

We were told 'You have to be an American citizen and here's what you have to do.

And we did it."

A woman outside the meeting in a Trump hat argued that the U.S. Constitution does not

give a "rogue state" the right to make policies that affect the whole nation.

A vote will be held April 17 by the San Diego County Board of Supervisors to determine if

the county will follow Escondido's action.

Escondido's Mayor Sam Abed said he believes the new law puts Escondido's citizens at

risk, and also criticized Gov. Jerry Brown and California's Democratic-led state legislature

as "politically, ethically and morally corrupt."

He also added that he is a proud immigrant himself who came here legally and who believes

in the rule of law while at the same time stressing the fact that his prime goal is

to keep the citizens of Escondido safe.On a side note, Senate Bill 54 was not voted

on by the people of California, most of whom are for securing our borders after seeing

what a lax border security has done to the once "Golden State."

Illegal immigrants have been legally allowed to obtain driver's licenses in the state

since Jan. 1, 2015 after Democratic Gov. Jerry Brown signed Assembly Bill 60, "The Safe

and Responsible Drivers Act," into law.

The bill was meant to help illegal immigrants "get to work, drive their children to school,

and run everyday errands without the fear of being pulled over," according to DriveCA.

The legislation is "working the way it was intended to and has dramatically improved

the lives of a million immigrants and their families," Luis Alejo, author of the bill

in 2013 as a then-Democratic assemblyman, told the newspaper in a statement.

"Immigrants are getting tested, licensed and insured and this is making our roads safer

for everyone," Alejo added.

The licenses "have a visible distinguishing feature and cannot be used for certain federal

purposes," such as gaining access to restricted federal areas, and don't grant illegal immigrants

the right to vote.

California isn't the only state that allows illegal immigrants to legally have a driver's

license.

Eleven other states — Colorado, Hawaii, Vermont, New Mexico, Maryland, Illinois, Delaware,

Washington, Nevada, Connecticut and Washington, D.C. — also allow those without legal U.S.

citizenship to apply for licenses if they can provide specific documentation, "such

as a foreign birth certificate, a foreign passport, or a consular card and evidence

of current residency in the state."

Newborns are ready to communicate with mother father and others of

Some mothers communicate with the baby in the womb through singing reading talking or even thumping in

Indigenous cultures the mother is responsible for shaping the spirit of the child with

communications like these to the baby before and after birth

Even creating a unique song for that child

Don't let them cry

imagine being in pain and asking for help and being ignored

How does that make you feel about yourself?

Bad and about your family angry

It's so much worse for a baby because he is in the midst of rapidly growing brain systems that are learning their dance

patterns for social living and for physiological functioning health

For a baby being left to cry is like torture

Why do I think so?

Maturationally babies should still be in the womb until eighteen months of age

so if babies regularly get distressed their bodies are being trained to be anxious and

Babies are meant to be held

This should start immediately

First impressions of you in the world are fundamental

Can they relax into being?

Learning a deep relaxation and sense of peace is what they will carry forward into life if they don't have a regular

Experience of relaxing into loving arms they may never learn to relax and let go

Such a letting go is vital for health

This is very bad news

Corporal punishment might be an immediate release of frustration for the caregiver

But like most aggressive acts it has long-term negative effects

Recall that babies are learning? What life is about from the way. They are treated and what they practice

Punishment has several obvious damaging effects
