Obamacare, Medicaid and Illinois: Springfield, whats your plan?. A doctor reads a patients blood pressure.
If youve been following the Obamacare repeal and replace struggle, you know this much: The GOP-backed bill that passed the House wont become law. Its DOA in the Senate. Senators are crafting their own version.
But that House bill, known as the American Health Care Act, was valuable because it reminded us of a larger truth about the 2010 law President Barack Obama championed: America has not one Obamacare population, but two.
Twelve million people enrolled in Obamacare to obtain insurance in state or federal marketplaces, often with subsidies to help them afford it. They now face a toxic combination of rising premiums, narrowing provider networks and a fast-dwindling number of insurers.
Its fine to support Obamacare as-is, provided you also acknowledge its been unraveling for years and now risks leaving those 12 million people with no health coverage.
The House would allow states more flexibility in letting insurers tailor programs and prices to appeal to a wider number of customers. But those insurers also could charge people with pre-existing conditions more.
But theres another population: the 11 million newly eligible people who gained Medicaid coverage under the Obamacare expansion.
Dont confuse this with the marketplace exchanges that connect the first Obamacare population with private insurers; the Medicaid beneficiaries have coverage largely because Washington has given a lot more money to many state Medicaid programs.
The health laws generous federal assistance persuaded Illinois and other states to expand their rolls. Some 650,000 Illinois residents gained coverage via that infusion of federal dollars; today 1 of 4 Illinoisans is a Medicaid beneficiary.
But the House GOP plan phases out that increased federal assistance starting in 2020 while making dramatic changes in the way the federal government funds the overall program.
Thats another red flag for some Republican senators, particularly those in states like Pennsylvania and Ohio, which expanded Medicaid. Those lawmakers want a less draconian rollback of the Medicaid expansion.
Remember, though, that now-U.S. House Speaker Paul Ryan has warned for years that, no matter which political party controls Washington, the huge federal subsidy for state Medicaid programs surely wouldnt, couldnt, survive.
So states that expanded Medicaid likely will face a dilemma: Pay more to keep insuring people who gained coverage via Obamacare. Or change the rules — possibly reverting to pre-Obamacare days? — so that thousands are no longer eligible.
That sounds harsh, but theres another way to think about this: Medicaid was designed to help the neediest Americans, not able-bodied adults capable of holding jobs.
Many states are reshaping their Medicaid programs to preserve the safety net for the neediest, while providing a more temporary safety net for others who can be job-trained or encouraged to find work so they can buy their own coverage.
Illinois should be launching an aggressive post-Obamacare strategy on Medicaid now.
Senate leaders say they hope to have an Obamacare replacement bill as early as July. Meanwhile, for lack of new instructions from Washington, the private insurers that remain in Obamacare are working on plan offerings and prices for 2018.
But never forget how shaky the old system is. An effective Obamacare replacement law is not elective surgery. Congress and the president have to get this done.
Its essential to affordable, quality health care coverage for millions of Americans. Surging health premiums, shrinking networks of doctors and hospitals, and all those fleeing insurers are signs of intense distress.
Theyre severe symptoms of a law that doesnt work as promised. If nothing is done, those symptoms only intensify. Senators, move America beyond the House bill you dislike.

Major insurer Anthem to withdraw from Ohio health care exchange. President Donald Trump welcomes jubilant House Republicans to the White House after they pushed through legislation undoing much of the Obama-era health law.
COLUMBUS - One of Ohios largest health care providers is leaving the states health care exchange, leaving residents in 18 counties without an insurance option.
The major insurer said Tuesday it is uncertain about the future of health care in the U.S., as Republicans in Washington work to overhaul the Affordable Care Act, better known as Obamacare.
Republicans blamed Anthems decision solely on Obamacare, saying the reticence from insurers across the country is evidence that the law must be repealed.
Anthem will pull out as of Jan. 1, 2018, so it wont be a choice for people buying individual insurance later this year. Currently, 44,000 Ohioans have Anthem coverage they purchased on the exchange.
In 18 counties, including Crawford, Muskingum and Coshocton, Anthems pullout will leave no options for Ohioans who get insurance through the exchange.
The 18 counties, which currently have 10,500 Anthem exchange customers, largely are concentrated in Appalachia and include some of the poorest in the state.
Anthem said it was concerned it might lose subsidies that insurers receive to offset the costs of insuring lower-income individuals.
Last month, President Donald Trump reportedly told advisers he wanted to end these subsidies. House Republicans had sued former President Barack Obamas administration to block the subsidies paid to insurers.
A judge ruled in favor of Republicans, and Obama appealed. Trump inherited the lawsuit and must decide what to do with the blocked subsidies. The uncertainty, insurers say, has them worried they might have to pay for the subsidies themselves.
"An increasing lack of overall predictability simply does not provide a sustainable path forward," Anthem spokesman Jeff Blunt said in a statement.
This year, Ohio had 11 insurers on the exchange, down from 17 last year. Anthem was the first to leave for 2018, but others are weighing their decisions.
Gov. John Kasich has advocated against congressional Republicans latest version of an Obamacare overhaul, mostly because it would end federal money for Medicaid expansion. But he has also said insurance markets are slipping into crisis under the current system.
On Tuesday, his administration released a statement blaming Anthems decision on former President Barack Obamas health care law. Before the Affordable Care Act (ACA) Ohio had a very competitive health insurance market, Ohios Insurance Department said Tuesday.
New regulations from ACA have driven some companies out of Ohio and made it harder for them to do business, both of which have driven up the cost of health insurance in Ohio.
The best, long-term fix is to repeal the ACA and replace it with better regulations.
The Insurance Department is working on a solution for the Ohioans in 18 counties who would be without an individual insurance provider as of January, spokesman Chris Brock said.
Some states, such as Alaska, have chipped in taxpayer money to lower premiums for a sole insurer.
Anthem will continue to offer insurance in Ohio through small and large employers. It also will continue to cover Ohioans who bought their own plans from Anthem before December 2013, Blunt said in a statement.
In addition, the company offers an individual insurance plan to residents of Pike County that is not part of the exchange, and this plan will continue, Blunt said. Washington correspondent Deirdre Shesgreen contributed to this report.

While they all agree they hate the Affordable Care Act, the inability to agree on meaningful change to health care in America comes at a great cost to many of the poorest Americans.
Oh, and add to that the fact that while they can't come up with their own plan, they are more than happy to sabotage Obamacare. And that exactly what's happening.
NBC penned a revealing report about the situation, and explain that the sabotage/inaction GOP double threat is about to begin to hurt the most vulnerable of Americans.
NBC explains that while Congress can take as much time as they want, the insurance companies are bound to strict timelines. One big one looming is the deadline to submit premiums for the individual health care market.
Republican efforts are already derailing the individual market, with the uncertainty compelling some insurance companies to pull out altogether, while there is a slump in individuals signing up, as well.
In fact, the staggering inaction has likely prevented a meaningful rescue of the insurance market for 2018.
Regardless of what lawmakers do in the long run, the time may have already passed for Congress to rescue the 2018 insurance market from the negative effects of the current debate.
Insurers are putting in their initial bids for premiums and will finalize their plans in September. That means even a temporary fix would likely fail to shield customers from the effects of uncertainty.
"We needed to have the answers three months ago," Bob Laszewski, president of Health Policy and Strategy Associates, a consulting firm in Washington, D. , told NBC News.
NBC reminds us that President Trump has repeatedly said he is considering sabotaging the ACA by withholding the cost-sharing payments that are vital to the life-blood of the law.
Blue Cross/Blue Shied of North Carolina said as late as last week that their 2018 premiums could jump more than 22%, but that number would be a less-staggering 8.8% "if Congress and the Trump administration guaranteed subsidies that they're owed for paying out-of-pocket costs for low-income customers.".
The most influential insurance lobby in the United States has told Republicans and the Trump White House to either fix the problem by fulfilling their obligation to pay the subsidies, or own the fact that they are going to hurt vulnerable consumers:.
"This uncertainty is arguably the single most destabilizing factor in the individual market, and millions of Americans could soon feel the impact of fewer choices, higher costs, and reduced access to care.
No matter what happens, it remains to be seen whether or not the will be so blinded by their arrogance that they fail to hear the voice of the American people…or attempt to empathize with those who most need health care.

GOP lawmaker: Millions who lose health care will "simply choose not to be insured". Darrell Issa, like most of his fellow House Republicans, voted for the disastrous bill to repeal Obamacare and force 23 million people to lose their health coverage.
But according to Issa, under the bill he supports, people won't really lose insurance — even though that is exactly what the Congressional Budget Office reported.
Instead, according to Issa, "Many of those people who will lose their health care will simply choose not to be insured.".
Issa also complained that one of the problems of Obamacare is "that it was anti-choice because you could not choose not to take insurance.
It's rich of Issa to oppose Obamacare on that grounds that it is "anti-choice," when Issa has been a vociferous opponent of access to a full range of health care, and has strongly supported his party's agenda of depriving women of the right to make their own reproductive choices.
But worse, Issa's response shows at total lack of understanding about the bill he voted for.
Under Obamacare, more people have greater access to a range of health care services that simply would not be available under the so-called American Health Care Act.
In fact, as the CBO noted, people with pre-existing conditions "would ultimately be unable to purchase comprehensive nongroup health insurance at premiums comparable to those under current law, if they could purchase it at all.
Further, the GOP bill would allow insurers to cease providing coverage of essential health benefits, including "maternity care, mental health and substance abuse benefits, rehabilitative and habilitative services, and pediatric dental benefits.
Issa is just plain wrong to assume American would choose to be denied coverage because of pre-existing conditions, as was so common prior to Obamacare.
And he is just plain wrong that people would prefer to have health care coverage that does not actually cover basic health care.
Those Republicans, like Issa, who refuse to listen to the voters and insist on destroying the popular health care system that a majority of the country does not want to lose are making a huge mistake.
And it's a mistake that will cost them dearly the next time their name is on the ballot.

Now, let's talk about the electrical and the ability to fix a car.

Now again, I say Toyota builds a very good vehicle.
One of their weak points was the coolant, and if you didn't change the coolant enough,
then, then this is what happened to you.
I call it developing electrolysis.
And then you begin to have leaks everywhere.
So, I recommend you change all your coolants on all your cars between 30 to 40.
Manufacturers say 100,000 miles, whatever, in a perfect condition.
I'd like to know what perfect condition.
We're going to have a conversation about that.
But, if you change the coolant, if you change all your fluids, on a regular basis... transmission,
there's a lot of articles written that when you change the transmission fluid you can
lower the temperature on an automatic up to about 50, 60 degrees.
So with that said, don't forget to change all your fluids.

Hi it's Therese from lost in paper and I'm here with scrapbook boutique and
this is the June 2017 mood board inspiration I just love the elegance of
the gold and the black but for some reason was drawn to coloring a cow.
How cool is this art impressions cow it's from a set called Udderly Fantastic and I
just thought I don't know where I got the idea from I just saw black and white
I thought cows are black and white and thought she'd be really fun with a gold
skirt on so you know once the ideas in my head I don't I feel the same but once
the ideas in my head sometimes I've just got to go with it until it's done and
get it out of my brain so that I can get on with the next card. But anyway I
decided to Copic color initially I did try coloring this did a couple of
practice colors and I tried the C's but they were just too cool for a cow like
it's warm blooded so it should have warm colors so I went with the W's and they
worked much nicer. Now these Art Impression stamps are really fun to
color but they do have quite fine lines so it does take a bit of time to sort of
get yourself around I don't know I find it's much easier to curse slowly and
maybe the new nibs that Copics have coming out might make it easier for
something like this but I find with the brush tip as long as you take your time
it it isn't that hard to do I don't use a lot of colors because I did want her
to look kind of white and I did come back in and add some shading with the
warms and the light color warms and this is where I did decide to use the
cool greys so on the balloon and on her party hat they are meant to be black but I
did struggle with the black balloon a bit obviously and in the end I
actually just decided to color the whole thing black that was easier I'm
going to cover it with Sparkle anyway so I don't know why I was bothering.
for my gold I chose sort of the Y and the YR
family and these work really well as a gold and often what I'll do to is
use a green and the Gold's I don't know if you've noticed but a lot of the gold
colors have a real sort of a green base to them so I actually did grab one of
the YG's just for the highlight on the skirt and the balloons and stuff what it
did sort of seem to make it more shimmery I will list all the colors over
at my blog and the link will be in the YouTube description below the colors are
pretty much off to the side as well so you will be be able to see them there
Oh, and she has gold nail polish on too! so this is a new new tool for me and it's a
pen blade and this is a number 11 and if you notice before I do like to use an 11
blade but this is great it's quite safe see how you can retract the blade but
then also use it as a cutter awesome! there's three different kinds of blade
styles but I like the 11 the best because of the sharp point that each is
good for different reasons I just sort of take you through a little bit of the
fussy cutting today because this is like I said it's got a fine sort of detail
image and when I'm fussy cutting something like this
leave everything intact and you should blade to cut away the inside pieces first
that way if I had a cut around the outside first then I'd be struggling
with really fine lines so I needed to cut around that we're wobbling so by keeping
the cardstock intact and actually cutting away the center's taking
my time and I just love how sharp this knife is
it's even sharper I think than the normal blade that I use and I don't know
why whether it's just because it's got a bit of a wider handle on it makes it
easier to hold and I probably could have cut this piece out with my scissors but
I was having so much fun with the blade and I just kept cutting with that instead
Once I've cut all the sort of intricate parts away that's when I'll
come in with my scissors and actually cut around the outside so that's just a
couple of quick tips for fussy cutting and I've gone through this before but
I'm just basically moving the paper keeping my scissors facing forward and
working my way around the image I do actually visualize where I'm going to
cut as I'm cutting does that make sense I'm looking ahead rather than where I'm
cutting I'm looking at where I'm going to cut to and I find that I'm healthy
cut straighter I want to create my own sort of glam background and I thought
it'd be fun to have some nice wide stripes so I'm using my viscous trimmer
here and most trimmers will have a mark so I'm actually cutting them all at the one
inch mark so that way they're all going to be exactly the same width and I've
done that with some black cardstock and also some gold cardstock it's the gold
mirror cardstock I've got a piece of white scrap paper that's cut to the size
of the panel that I want on the front of my card
I'm just working out here where I want the first piece to be so this black
panel is where I'm going to put my sentiment so I did want to place that
just right And then I can come in with all my other
pieces and just basically build up the background here alternating the gold and
the black rather than try and cut this down on my trimmer which you certainly
could do I just find it easier to get a long straight pair of sharp scissors and
cut away the edge from the back and it's weird because I can't cut a straight
line if I do I keep cutting and cutting and ends up too small but you
I'm sure you've done that too but if I do that along the edge of the card it
always looks perfectly straight I don't get it anyway it works that's what's
good the sentiment is from the same set and that says udderly mooovelous
and I've just stamped that in some onyx black ink on some white
cardstock and cut out a border this is from the MFT dynamics it's a rectangle
word window frame die and I've cut that out of gold
and if I had been thinking ahead I would have probably added some stickit
adhesive to the back of this first because the trouble with matte medium
is if I get it on the gold it leaves marks and it's hard to remove so some stick it
would have been much easier so I just was really careful I used some fun foam
to pop up my panel on the front of a top fold card and some foam squares to add
both my cow image and my sentiment window and that's my finished card head

I did actually and I did tell you that I was going to add some shimmer
to the balloons and I also decided to add it to the skirt this is the spectrum

some black Nuvo gloss drops around the sentiment area just added three of
those just thought it added a little bit of something to the card but you'll see

Battle of the Ports - RayForce (レイフォース) Show #173 - 60fps - Duration: 14:16.
Known under many names such as Layer Section, GunLock and Galactic Attack, RayForce was
the first in the series of Ray games by Taito which followed up with RayStorm and RayCrisis.
This original game was released in to the arcades 1994 using the Taito F3 arcade hardware.
A powerful bit of kit that could scale and manipulate sprites like no other 2D board
of its time.
During gameplay you take control of the RVA-818 X-LAY, which is outfitted with two weapons:
a primary weapon that fires straight lasers and increases in power when the player accumulates
power-ups, and a secondary lock-on laser launcher that can target up to eight enemies at once
by moving the targeting mark over them.
This weapon is used to attack enemies that appear on a lower plane than that of your craft.
During play, the screen predominantly scrolls vertically, but there is some horizontal leeway
as is common in this type of game.
Graphically RayForce is gorgeous with plenty of multi parallax scrolling, scaling areas
and loads of special 2D graphical effects.
The music is also fantastic and has that typical futuristic Zuntata sound.
Taito have been porting a lot of their arcade games to mobile devices so it pleases me to
see RayForce finally make it to Android and IOS.
Both versions are identical by the way but we're taking a look at the Android port.
This version comes with two play modes being Remixed and Arcade.
Actually the Remixed mode is just the same as the Arcade mode minus the opening and its
control system which has been toggled to work better with touch controls and man, what an
excellent job they've done.
On this footage you can see a yellow circle, that's not present when playing on a phone or tablet.
It's only showing on this footage due to the Android environment I'm using to capture
this footage.
Unfortunately this meat I kept dying a lot as I was focusing on the yellow circle rather
than the ship.
This isn't a problem when playing on real hardware.
Other bonuses for the Android port include instant stage select and original screen size
which will allow you to play without your fingers obscuring the game screen.
Or you could just use a compatible joypad.
Unfortunately the button icons are always present.
Oh, and let's not forget the remixed music for stage one only.
The Saturn port of RayForce got renamed to Layer Section in Japan and then again to Galactic
Attack in the west due to copyright issues.
The Saturn port comes with two modes.
Arcade and Saturn.
The Arcade mode which you're seeing here is practically a perfect port of the arcade
game, even playing in tate mode.
Or you can play it with your TV in its standard orientation but reverse the controls making
it a horizontal shooter!
The Saturn mode gives you the arcade Tate (vertical) screen orientation squeezed on
to a normal TV screen.
The very strange thing about this mode is that many of the line scrolling effect are
missing making the Saturn mode inferior to the arcade mode.
Those of you listening carefully have probably noticed that the music on this Saturn port
is also a lot fuller than the arcade version.
Taito and their sound Team, Zuntata have rearranged the entire music tracks to give them much
more body which sounds fantastic!
The Windows port is meant to be based upon the Saturn version however that doesn't
mean it's the same.
Oh no, the Windows version of RayForce is much worse.
The game is missing so many special effects.
Even simple stuff such as the red star field on the first boss is missing.
A lot of the line scrolling effects are also missing just like the Saturn's "Saturn mode".
On the plus side the loading is fast and the game plays smoothly.
Unfortunately though, playing it on a modern PC is not ideal.
The game's set up file won't work on 64bit versions Windows which all my PCs run.
It also runs way too fast with no option to alter this.
The only reason it's running at a proper speed on this footage is because I've edited
it and slowed it down.
Finally the resolution is an odd 800x600 meaning my capture device went nuts.
Hence the video camera footage and dubbed audio.
Talking of which, the audio is close to the Saturn port but not as high in the fidelity ranking.

ENTIRE MOUTH AND EVEN INTO THE BONES OF HER EARS WAS LIKE A

AND ONE OF THE MOST SHOCKING THINGS ABOUT MOLLY'S STORY IS
THAT THAT INFECTION THAT THE RADIUM HAD CAUSED, THAT

THIS HORRIBLE SCENE IN THE BOOK WHERE MOLLY GOES TO THE

BREAKS AGAINST HIS FINGERS AND HE IS ABLE TO LIFT OUT MOLLY'S

MOUTH AND LIFTING IT OUT. AND MANY OF THE GIRLS SUFFERED
A SIMILAR TYPE OF POISONING.
AND THE OTHER THING I JUST WANT TO MENTION IN TERMS OF
THE HORRIFIC SYMPTOMS THAT THESE INCREDIBLY STRONG WOMEN
ARE BATTLING THROUGH IS RADIUM POISONING KIND OF HAD A SECOND
KICK TO IT AND SO IF THE TEETH DIDN'T GET YOU, MANY WOMEN,
SOMETIMES DECADES AFTER THEY WORKED AS A DIAL PAINTER, THEN
STARTED DEVELOPING THESE CANCEROUS TUMORS AND THESE
WERE ENORMOUS.
SO ONE WOMAN, EILEEN LAPORT, DIED OF A PELVIC TUMOR AND
THEY SAID IT WAS LARGER THAN TWO FOOTBALLS AT THE TIME SHE
DIED.
SO, THESE CANCEROUS TUMORS WOULD LITERALLY TAKE OVER THE
WOMEN'S BODIES.
I THINK THE WAY THEY RESPONDED TO THAT POISONING AND WHAT
HAPPENED TO THEM IS TO ME ONE OF THE MOST INSPIRATIONAL

WANTING TO CELEBRATE MEXICO IN

WE DID NOT WANT TO DO THE

MEXICO REPRESENTS.
WE WANTED TO FOCUS MORE ON THE

WE USED FABRICS THAT WORK WELL

HAVE MORE SYNTHETIC FABRICS
THAT THEIR COSTUMES ARE MADE
OUT OF SO THAT WE WEREN'T GOING
TO BE ADDING TO WEAR AND TEAR
EVERY TIME THEY GOT WET AND AT
THE SAME TIME, NILON WILL BE
MUCH LIGHTER ONCE IT IS WHAT
MANY CAUGHT HIM. Reporter:

We just finished our Mus-Art Studio
Let's go take a look around
Shae: Welcome to MY Mus-Art Studio

This is the main work room, first floor
We got a work spot here in the center of the room
Shae would you like to show off your corner?
Technically this is my work area
and that is my work area
but we like to say it is everyone's work area
this is specifically designated to Muhwa

This is the rocket stove here
Shae and Dad designed
and put together. This baby is going to keep us warm in the wintertime
and then we gotta mention this too
Which is our air heater

We don't even need my therapist now
The murphy bed
Shae: Look at that, my bedding is even folded
Bree: Our cousin Ashton was the first one to sleep in the Murphy bed

Saw some comments. Some people were worried about the indentations
and we have a rolled piece of foam flooring
to keep the floor as nice as we can
for as long as we can. In fact,
all the furniture has pieces of foam
down there just to help prolong the life
of our floor

Bree: We're still putting in furniture

This is Perlite mixed with mud
so we can get that nice ...sound
and then we used acoustic tiles for the ceiling
I know it sounds weird by my favorite part of the ceiling is
is the wood surrounding the light
Where is the big screen tv and refrigerator
Bree: This is not a guy den
I thought it was a man cave
Oh that's what I mean, a man cave

Bryson: there is the handles I 3D printed
Oh that one is crooked
Dad put on the railing
Shae: We all did the sanding
and Mom stained it up really nice
very beautiful
the Ocotillo cactus we cut down was huge
Gary: Mesquite railing
We designed it to look olden age
the dragon. The old feel
and then our lights
are so modern
I really like it
Mom had an amazing idea
to use either fabric or burlap between our beams or rafters
to hold insulation up
it created a beautiful look
and Dad did this whole reciprocal roof here
and the skylight
It has this olden, artistic feel
I love the curtains and the colored bottles
Shae: It still has that modern feel though
I really, really like it
Bree: I love being in here
The single one decoration
Bryson: I really thinks it adds to it
The purpose of this building is to have a place for us to think clearly
and a place to work
so we're figuring that we are going to be standing
for long periods of time
It looks wood but, let me show you
It just kinda tricks your mind
It's going to be extremely soft on our feet
so when we're working, we won't get so sore
You don't really realize how huge this building is
Shae: It's bigger on the inside!

These are our mesquite poles
The paint job is a solid color
and then two colors sponged on top of it

Here's where we collect light
and reflects it into the bottom of the stairs
Oh, here is a little bit of cob
on our window

Then we installed a little bit of a patio here
an entry way ramp

So that wraps up for this building
Since it is done, we are going to take a 2 week hiatus
from the Weekly Peek's
